E. The substitute material for the wood columns meets the Secretary of the <br />. Interior's Standards for Rehabilitation. These nationally accepted <br />standards encourage the use of in-kind materials, but also allow for the <br />use of compatible substitute materials as replacement for deteriorated <br />features if the new material conveys the same form, design and overall <br />visual appearance as the historic feature. <br />F. Santa Ana Municipal Code Section 41-593.5(c) requires the Planning <br />Commission to review all plans within a Specific Development Plan area <br />to ensure that the project is in conformity with the approved Specific <br />Development. <br />G. The Planning Commission after considering all of the evidence submitted, <br />finds and determines that Neighborhood Project Review No. 2004-11 <br />project is consistent with the French Park Architectural Design Guidelines <br />and complies with the French Park zoning provisions. <br />H. In accordance with the California Environmental Quality Act, Categorical <br />Exemption, Environmental Review No. 04-83 has been prepared for this <br />project. <br />Section 2. The Planning Commission hereby approves Neighborhood Project <br />Review No. 2004-11.
