The proposed trade/professional school facility will not be <br />detrimental to the general welfare and safety of the <br />surrounding businesses and residents. The conditions of <br />approval establish hours of operation that will provide a safe <br />environment for all the users, and is compatible with the <br />surrounding professional and commercial uses. Additionally, <br />the conditions of approval limit the size of total classroom <br />area to prevent a parking demand greater than the number <br />of parking spaces provided for site users. <br />3. Will the proposed use adversely affect the present economic <br />stability or future economic development of properties surrounding <br />the area? <br />The proposed trade/professional school facility will operate <br />within an existing office building and caters to and support <br />the surrounding office uses within the building and office <br />complex. The City's zoning code allows the use in the <br />Professional (P) zoning district with a conditional use permit. <br />The trade/professional school facility will provide services <br />that compliments surrounding businesses and should draw <br />additional users to the existing office-building complex. As <br />conditioned, the use will enhance rather than adversely <br />• affect economic development or stability of the area. <br />4. Will the proposed use comply with the regulations and conditions <br />specified in Chapter 41 of the Santa Ana Municipal Code for such <br />use? <br />The proposed use will be in compliance with the applicable <br />sections of Chapter 41 of the Municipal Code with an <br />approved conditional use permit for the proposed <br />trade/professional school facility. <br />5. Will the proposed use adversely affect the General Plan or any <br />specific plan of the City? <br />The proposed trade/professional school facility is in an area <br />designated Professional and Administrative Offices (PAO) in <br />the General Plan. The use is consistent with the General <br />Plan and the Professional (P) zoning district that allows <br />trade/professional schools. <br />Section 2. The Planning Commission has reviewed and considered the <br />information contained in the initial study and the mitigation negative declaration and <br />. mitigation monitoring program prepared with respect to this Project. The Planning <br />Commission has, as a result of its consideration and the evidence presented at the <br />Resolution No. 2002-41 <br />Page 2 of 5 <br />
