It shall be the responsibility of the owner or occupant <br /> whose action makes necessary the issuance of a certificate of occupancy <br /> pursuant to this section to apply to the building official for the inspection of <br /> the building or structure or portion thereof as necessary to obtain such <br /> certificate. Each application shall be accompanied by the payment of a <br /> nonrefundable application processing fee and an inspection fee, which <br /> shall be refunded if an inspection proves to be unnecessary, in such <br /> amounts as shall be established by resolution of the city council. The <br /> building official and the executive director of finance and management <br /> services shall establish procedures and forms to implement this <br /> subsection. <br /> SECTION 22: That section 8-116 of the Santa Ana Municipal Code is hereby amended <br /> such that it reads as follows: <br /> <br /> Sec. 8-116. Prohibition against falsification (Section 111.7). <br /> <br /> Section 111.7 is hereby added to read as follows: <br /> <br /> 111.7 Prohibition against falsification. No person shall alter or reproduce a <br /> certificate of occupancy for the purpose of circumventing the requirements <br /> of this section. <br /> <br /> SECTION 23: That section 8-150 of the Santa Ana Municipal Code is hereby amended <br /> such that it reads as follows: <br /> <br /> Sec. 8-150. Fire protection requirements (Volume 2, Section 3403). <br /> <br /> The first paragraph of Section 3403 of the building code is amended by adding <br /> thereto the following: <br /> <br /> EXCEPTION: If additions, alterations or repairs made to any building constructed <br /> prior to January 1, 1946, other than an R-occupancy building, exceed fifty <br /> thousand dollars ($50,000.00) in cost in any one-year period, then either (A) the <br /> entire building must be completely sprinklered in accordance with fire department <br /> standards, or (B) the building must comply with all the following requirements: <br /> <br /> 1. The ceiling of a roof system shall be of one-hour construction, and <br /> all ceiling or wall penetrations shall have approved fire dampers. <br /> <br /> 2.
