H. SITE PLAN REVIEW NO.2005-01 <br />Filed by Discovery Science Center requesting a site plan approval to add an <br />outdoor dinosaur dig exhibit including a 645 square foot quest building in the <br />Specific Development District No. 65 (SD-65) at 2500 North Main Street. <br />RECOMMENDATION: <br />Adopt a resolution approving Site Plan Review No. 2005-01 as conditioned. <br />Associate Planner, Ann Ni presented the staff report and recommendation for <br />additional conditions, numbers 15 through 19: <br />Condition No. 15 -The entire pathway from the parking lot of Discovery Science <br />Center to the public right-of-way at Broadway will be illuminated to a minimum <br />maintained one-foot candle of light. <br />Condition No. 16 -All shrubbery within twenty feet of the proposed path shall be <br />maintained. <br />Condition No. 17 -Off-site parking lot directional signage shall indicate both the <br />bike path and Main Street. <br />Condition No. 18 -The area allowing access underneath the I-5 Freeway will be <br />fenced off. <br />Condition No. 19 -The Discovery Science Center shall stripe and install signage, <br />in a form approved by the Executive Director of the Public Works Agency along <br />the Class 1 bike path from its new gate to the north parking lot. <br />The Commission discussed the need for color renderings and plans that more <br />specifically portray the location of the dinosaur component of the exhibit in order <br />to fully evaluate the visual impact of the proposed project. They also questioned <br />the status of the bridge that would connect the existing parking lot to the <br />proposed new surface lot, as well as any involvement by Cal Trans in evaluating <br />the project due to the project's location adjacent to the freeway. The <br />Commission expressed concern over the lack of involvement of the adjacent <br />neighborhood in the review of the proposed project. <br />Joe Adams of the Discovery Science Center clarified that they expected to begin <br />construction of the bridge following the summer season and that they anticipated <br />construction to be complete by the end of the year. He stated that they planned <br />to complete construction of the outdoor dinosaur exhibit and new surface parking <br />lot by May 31, 2005. <br />Rory Kirk, President of the Park Santiago Neighborhood Association, commented <br />that he would like to see an elevation of the proposed project. <br />The Commission expressed concern that some aspects of the proposed project <br />might detract from the existing building and not be compatible with the design of <br />the cube. The Commission recommended that the applicant return on February <br />28 with color renderings and that they consider adding landscaping to soften the <br />appearance of the dinosaur exhibit, further excavate site in order to reduce the <br />height above grade at which the dinosaurs would appear, do additional outreach <br />to the neighborhood, prohibit the placement of signs on the proposed shade <br />awnings, and provide for the ongoing maintenance and replacement of the shade <br />awnings. <br />MOTION: Continue as business calendar item to Planning Commission on <br />February 28, 2005. <br />MOTION: Mondo SECOND: Cribb <br />VOTE: AYES: Cribb, De La Torre, Gartner, Leo, Lutz, Mondo, Nalle (7) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: None (0) <br />I.
