VARIANCE NO. 2004-18 <br />PROCEDURAL RULES <br />PUBLIC HEARINGS <br />Filed by Regency Centers, Enrique Legaspi, to reduce the required on-site <br />parking for FAMSA at 419 East First Street. <br />PUBLISHED IN THE ORANGE COUNTY REPORTER: February 4, 2005 <br />PUBLICLY NOTICED: February 4, 2005 <br />RECOMMENDATION: <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2004-192. <br />2. Adopt a resolution approving Variance No. 2004-18 as conditioned. <br />Assistant Planner, Lucy Linnaus presented the staff report and recommendation. <br />1 <br />The Commission discussed the findings of the parking study and expressed <br />concern that it might not have adequately reflected the actual use of the parking <br />lot. Discussion ensued regarding ways to better manage the customer parking <br />lot. The Commission also expressed concern over the presence of illegal signs, <br />deteriorated landscaping, broken irrigation and poor overall maintenance of the <br />center. <br />Patricia Arroyo, speaking on behalf of the applicant, commented that parking <br />underutilization occurs on the parking lot located at the rear of the property. <br />The applicant representative, Enrique Lagaspi, commented that heavy <br />pedestrian traffic in the area, as well as patrons of other shops using the FAMSA <br />parking lot, contribute to the difficulty in maintaining the center, but stated that he <br />was unaware of current maintenance, broken irrigation and landscaping <br />problems. <br />Public hearing was closed. <br />L! <br />MOTION: Directed the Planning staff to prepare findings denying Variance No. <br />2004-18. <br />MOTION: Mondo SECOND: <br />VOTE: AYES: Cribb, De La <br />NOES: Gartner (1) <br />ABSENT: None (0) <br />ABSTAIN: None (0) <br />2.
