CONDITIONAL USE PERMIT NO.2003-23 <br />(Continued by the Planning Commission on October 13, 2003 to October 27, 2003) <br />Filed by the Archangel Michael Coptic Orthodox Church located at 4405 West Edinger <br />Avenue to allow the expansion of the church parking lot and to modify an existing <br />condition of approval to allow two church services at one time. <br />PUBLISHED IN THE ORANGE COUNTY REPORTER: September 12, 2003 <br />PUBLICLY NOTICED: September 12, 2003 <br />RECOMMENDATION: <br />1. Adopt a resolution denying Conditional Use Permit No. 2003-23. <br />1 <br />2. Deny the request to modify a condition of approval for Conditional Use Permit No. <br />88-11. <br />Vince Fregoso, Senior Planner, presented the staff report and recommendation. <br />Chairman Nalle opened the public hearing. <br />Written communication received from Earl Nickles and a packet with a petition and <br />letters in support of the conditional use permit, a timeline and copy of a security <br />agreement. <br />Irv Pickier, representing applicant, spoke in favor of the project noting the support of <br />area residents and of providing security services. <br />George Behnam, architect for applicant, spoke in support of the project noting they are <br />proposing 52 parking spaces which would comply with code. <br />The following spoke in support of the project: Albert Hanna, Fr. Athanasius Ragheb, <br />Samir Botros and Jan Tadros. <br />The following spoke in opposition of the project: Mark Rice, Robert Henson, Frank <br />Rutherford, Susan Sallee, Rolf Vetter, Deborah Rice and Hilary Sallee. <br />1 <br />Chairman Nalle closed the public hearing. <br />Discussion ensued on the number of parking spaces, the security and the homes in the <br />church property. <br />Chairman Nalle departed. <br />Commissioner Mondo requested staff go out to the site and verify the number of parking <br />spaces that would be available and determine if it meets code.
