Approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2002-181. <br />2. Adopt a resolution approving Conditional Use Permit No. 2003-17 as <br />conditioned. <br />3. Adopt a resolution approving Variance No. 2003-02 as conditioned. <br />Carlos Rodriguez, Assistant Planner, provided the staff report and recommendation. <br />Discussion held regarding purpose of Variance and alleviation of parking demand <br />through the use of adrive-through. <br />Vice Chairman Cribb opened the public hearing. <br />Peter Koetting, developer for Westar, spoke in support of the project. <br />Vasilis Papadatos, architect for Westar, spoke in support of the project. <br />Eric Nelson, Red Mountain Retail Group located at 2727 N. Bristol, expressed concern <br />regarding traffic flow, parking, and the safety of children crossing the driveways. <br />Ms. Nelson, Deputy City Manager, noted that the Public Works Agency had done an <br />extensive review and the site and buildings had been redesigned to alleviate traffic and <br />stacking. <br />Peter Koetting, developer for Westar, noted that two existing driveways were being <br />closed. <br />Discussion was held regarding the number of parking spaces and traffic circulation. Mr. <br />Koetting noted that the design had worked at other locations. Discussion was held <br />regarding parking in the Floral Park Promenade, number of cars that can be <br />accommodated in the drive-through lane, and the potential for stacking. <br />Mike Miugi, owner of Floral Park Promenade, spoke in opposition to the project. He <br />noted that they had not been approached for a cooperative development and expressed <br />concern about traffic overflow, increased traffic, and the safety of children exiting from <br />school buses and walking in the area. <br />Discussion held regarding the effects of traffic overflow, children being picked up and <br />dropped off at the site by Orange Unified School District, and whether an integrated <br />development would be successful. <br />PLANNING COMMISSION MINUTES 6 July 28, 2003 <br />
