RECOMMENDATION: <br />Recommend that the City Council: <br />1. Approve and adopt Negative Declaration No. 2002-58. <br />2. Adopt a resolution approving General Plan Amendment No. 2002-01. <br />3. Adopt an Ordinance approving Amendment Application No. 2002-02. <br />4. Adopt an Ordinance approving Zoning Ordinance Amendment No. 2002-01. <br />Marvin Ellenbecker, Landscape Development Associate, presented the staff report and <br />recommendation. Discussion held regarding types of usage that would be allowed and what the <br />benefit of the action would be. <br />Chairman Nalle opened the public hearing. <br />Robert Henson, Riverview West Neighborhood Association, expressed concern regarding <br />potential use of areas designated as Open Space. <br />Jeff Hamilton, Morning Sunwood Neighborhood Association, requested to be placed on the <br />permanent notification list. <br />Chairman Nalle closed the public hearing. <br />Motion to recommend that the City Council: <br />1. Comments from the Staff <br />Joseph Edwards advised that the draft EIR for the One Broadway Plaza project should be <br />finalized the following week and should be released soon after. <br />6. Comments from the Planning Commission <br />Commissioner Cribb <br />• Noted an increase in the number of shopping carts in the neighborhoods and asked what <br />the process to have them removed. Ms. Nelson will have the number for cart retrieval <br />provided to him. <br />• Expressed dissatisfaction with the Olson Company marketing efforts for the Artist's Village <br />lofts. <br />• Noted that the off-ramps for the 5 Freeway all were clean. <br />• Requested that staff find out when the No "U" Turn signage would be installed at 4"' and <br />Birch. <br />• Expressed concern with the substandard appearance of Main Place. <br />Commissioner Verino <br />• Noted that the appearance of Bristol Street has improved due to improved trash clean-up. <br />• Asked if there was anything that could be done to discourage "human advertising" such as is <br />seen at apartments and restaurants. Ms. Nelson advised that it could be brought to the <br />NI/CE Committee and also that the City Attorney's office has already started to review the <br />issue.
