Conditional Use Permit No. 2010-21 <br />November 8, 2010 <br />Page 3 <br />It is clearly the intent of a "human sign," to draw attention to the advertised business from the <br />public right-of-way. In most cases this involves a person holding a large placard and incorporating <br />movement into the display of the sign in order to draw motorists' attention. In some cases, the sign <br />holder swings the sign into the roadway or otherwise blocks the sidewalk, creating an unsafe <br />condition for both the sign holder and members of the public. As such, this type of signage is <br />prohibited under the provisions of signs that are confusing to motorists and that may impact traffic <br />safety. It is recommended that such signs be prohibited. <br />Based upon the analysis of the project and the project's compatibility with the City's General Plan <br />and applicable development standards, staff recommends that the Planning Commission approve <br />Conditional Use Permit No. 2010-21 as conditioned. <br />CEQA Compliance <br />This project was reviewed in accordance with the Guidelines for the California Environmental <br />Quality Act. The recommendation is exempt from further review pursuant to Section 15301. This <br />Class 1 exemption applies to a project that involves the operation and licensing of an existing <br />structure with little or no expansion involved.
