That the granting of a variance or minor exception will not be <br />materially detrimental to the public welfare or injurious to surrounding <br />property. <br />The granting of a minor exception will not be materially <br />detrimental to the public welfare or injurious to surrounding <br />property because the traffic school will operate during off-peak <br />hours. Additionally, conditions of approval have been added <br />that will mitigate impacts on surrounding properties. <br />4. That the granting of a variance or minor exception will not adversely <br />affect the General Plan of the City. <br />The minor exception will not adversely affect the General Plan, <br />as the traffic school will be in conformance with the <br />Professional (P) zoning district development standards and <br />General Plan requirements. <br />D. The Mitigated Negative Declaration and Mitigation Monitoring Program for <br />Environmental Review No. 2001-146 was approved and adopted with the <br />Resolution approving Conditional Use Permit Number 2002-10. <br />Section 2.
