Citywide Engineering & Traffic Survey Project Organization /Quality Control <br />Traffic Engineer, and is certified as a Professional Traffic Operations Engineer (PTOE) in <br />the State of California. <br />Mike Evans: Senior Design Engineer, Mr. Evans has extensive background in traffic <br />engineering and design, including signals, signing and striping, interconnect, accident <br />evaluations and traffic operations. His experience includes timing plan development and <br />corridor studies. Previously, he was the Transportation Operations Engineer for the City <br />of Mission Viejo where he was responsible for speed zone surveys and accident analyses. <br />Mr. Evans will be responsible for analyzing the accident data for this project. <br />Ruben Perales: Engineering Assistant, Mr. Perales has a wide range of experience in <br />both the public and private sector, having joined AGA after working for several years for <br />the City of Upland. His experience includes both field and office activities, varying from <br />conducting detailed topographic field surveys to the design of traffic signals, development <br />of signing/striping plans, and conducting traffic signal warrant analyses. Mr. Perales has <br />experience with various large scale database projects, and is well- versed in the use of the <br />Crossroads software program. Mr. Perales has lived in Santa Ana for 23 years and is quite <br />familiar with the City's roadway network. <br />Resumes for key AGA employees are included in Appendix A. <br />The actual radar speed measurements at the 200 locations will be conducted by Traffic <br />Studies, Inc. (TSI). AGA has utilized TSI for the collection of traffic volume data and <br />other similar data collection efforts (such as pedestrian counts, delay studies, parking <br />utilization studies, etc.) for more than twelve years. TSI's efforts will be managed by Mr. <br />Craig Shick, TSI's Vice President. Mr. Shick can be reached at (714) 508 -3612. <br />QUALITY CONTROL <br />To fully achieve all of the objectives of the proposed project, the following steps will be <br />adopted as AGA's Quality Control Program: <br />♦ Speed survey sections will be discussed in detail with the City staff and/or the <br />Police Department during the initial meeting after reviewing and finalizing the list <br />of street segments for the study. <br />♦ Prior to commencement of work, AGA will submit samples of the radar speed <br />survey field sheet, the radar speed survey analysis sheet, the field review summary <br />sheet and the summary of recommendations chart for preapproval by the City. <br />♦ A minimum sample of 100 vehicles will be surveyed during off -peak hours, with <br />a minimum of 50 vehicles for each direction of travel. The instruments used will <br />be periodically inspected and calibrated during the survey period. <br />♦ The radar speed surveys will be conducted only between the hours of 9:00 to <br />11:30 AM and 1:30 to 4:00 PM and only on Mondays, Tuesdays, Wednesdays and <br />Albert Grover & Associates 3 <br />
