Citywide Engineering & Traffic Survey Project Approach <br />As we did on our previous Santa Ana Speed Survey Projects, AGA will enter all data <br />directly into the City's Crossroads software on the City's computer system and utilize <br />available collision and traffic data through the same system and/or hard copy information <br />available at the City. <br />It should be noted that AGA, in conjunction with Crossroads Software, previously <br />conducted a Traffic Accident Records System Upgrade Project for the City, and we are <br />quite familiar with the City's accident record system. <br />Mr. Evans has extensive experience in City traffic operations and is therefore well <br />qualified to review these accident records. It is proposed that a three year time period be <br />utilized for the accident review. <br />Task S - Compilation of Speed Zone Survey "Summary of Recommendations" Chart <br />Various sample data sheets and data summary tables will be prepared as part of the <br />project. Included are individual location data sheets and speed study summaries for <br />individual locations, which will be entered directly into the City's computer system, and <br />speed study summaries listing all locations ( "Table 1. Segment Spot Speed Study <br />Summary," as presented in Appendix D). It should be noted that all survey data sheets <br />and survey data summaries will be provided per City Format. Sample forms will be <br />provided to the City for their review and approval at the project Kick -Off Meeting. <br />In the preparation of the summary tables, all of the conclusions reached during the <br />accident review and highway segment characteristics field review conducted under Tasks <br />3 and 4 will be taken into account. Tasks 3 and 4 will constitute the basis for changing the <br />speed limit from the first five mile per hour increment below the 85`h percentile speed. <br />The product of this task will be the summary tables showing the date of survey, street <br />name, street segment, posted speed, 15`h percentile speed, 50`h (median) percentile speed, <br />85`h percentile speed, 10 mph pace speed, percent in pace speed, range of all speeds <br />surveyed, and recommended speed limit on all surveyed street segments. The tables will <br />be discussed with City staff prior to the preparation of the final report. <br />Task 6 - Preparation of Draft Report <br />Two copies of the Draft Report will be prepared and submitted to the City for their <br />review. At a minimum, the Draft Report will include the following items: <br />♦ Certification statements. <br />♦ Radar speed survey operational procedures <br />♦ Description of the purpose and methodology of Speed Zone establishment, <br />including a discussion of realistic speed zoning, speed traps, CVC requirements, <br />etc. <br />Albert Grover & Associates 8 <br />
