• D. The design and improvements of the proposed project will not cause substantial <br />environmental damage or substantially and avoidably injure fish and wildlife or their <br />habitat. <br />An Initial Study and Negative Declaration was prepared pursuant to the California <br />Environment Quality Act. The project site is located in an urbanized area, there <br />are no known fish or wildlife populations exist on the project site. Therefore, the <br />proposed subdivision will not cause any substantial environmental damage or <br />substantially and avoidably injure fish and wildlife or their habitat. <br />E. The design or improvements of the proposed project will not cause serious public health <br />problems. <br />The proposed subdivision is not anticipated to have any detrimental effects upon <br />the general public. Each property included sewer, water and necessary <br />infrastructure improvements as conditioned in Development Project Review No. <br />00-58. <br />F. The design or improvements of the proposed project will not conflict with easements <br />necessary for public access through or use of the property within the proposed project. <br />The design or improvements of the proposed project will not conflict with <br />• easements necessary for public access through or use of the property within the <br />proposed project since public access will be provided from Tech Center Drive. <br />Tech Center Drive is a private street that was constructed according to City <br />specification under the previously approved Parcel Map No. 97-156. <br />2.
