I. Constraints Analysis <br />The Consultant shall prepare an evaluation of site constraints that may limit <br />PROJECT design options, including the need to maintain ongoing freight and <br />passenger rail operations, and the need to maintain adequate vehicle and <br />transit access on affected arterials. All constraints developed by all studies <br />and investigations carried out for this PSRE shall be considered in this <br />analysis. <br />Deliverables — Site Constraints Analysis. <br />J. Alternatives Analysis and Structural Type Selection <br />The Consultant shall develop a minimum of three (3) viable alternatives for <br />the grade separation and develop initial screening criteria. Based on the land <br />use and the proximity of the 1 -5 ramps to the east and Santiago Street to the <br />west, Santa Ana Boulevard will likely be lowered to cross the existing railroad <br />tracks in an undercrossing configuration. Consideration of alternatives and <br />criteria should be given to unique construction requirements such as "shoofly" <br />track, California PUC vertical and horizontal track clearances, Metrolink and <br />OCTA requirements and criteria, construction staging requirements and the <br />TMP. Each alternative must efficiently accommodate the existing platform at <br />SARTC and limit the construction cost and right -of -way impacts. <br />Based on the screening criteria, the Consultant shall work with City and <br />stakeholder staff to reach consensus on the alternatives to be carried forward. <br />The Consultant shall then develop criteria for evaluating the remaining <br />alternatives and shall consider construction impacts as one factor. The <br />remaining alternatives shall be further refined and evaluated using the <br />evaluation criteria and the results of all studies and investigations carried out <br />for this PSRE. To assist in the documentation of comparisons between <br />alternatives, the Consultant shall prepare a matrix of selection criteria and <br />evaluation results for each alternative. Based on the evaluation, the <br />Consultant shall recommend one or more alternatives and include an <br />assessment of potential risks and strategies to mitigate, minimize, or <br />eliminate risks as the recommended PROJECT proceeds through design and <br />construction. <br />Deliverables — Alternatives recommendation, criteria for evaluation, refined <br />alternatives, matrix of selection criteria, and assessment of alternative risks. <br />K. Conceptual Engineering Plans <br />The plan development shall include two (2) milestone deliverables —Draft <br />Conceptual Engineering Design and Final Conceptual Engineering Design.
