RESOLUTION NO. 99-34 <br />A RESOLUTION OF THE PLANNING COMMISSION <br />OF THE CITY OF SANTA ANA APPROVING CON- <br />DITIONAL USE PERMIT NO. 99-12 TO ALLOW <br />DRIVE THRU LANE AND A CAR WASH LOCATED <br />AT 700 EAST DYER ROAD <br />GAS:6/9/99 <br />WHEREAS, this Commission held a public hearing on June 14, <br />1999, on Conditional Use Permit Application No. 99-12, to allow a <br />drive through lane and car wash located at 700 East Dyer Road. <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br />1. Based upon the evidence submitted at the abovesaid <br />hearing, this Commission finds and determines as follows: <br />A. Will the proposed drive through lane and car wash provide a <br />service or facility which will contribute to the general well <br />being of the neighborhood or community? <br />The proposed drive-through facilities will provide <br />additional convenience for the fast food restaurant <br />customers thereby contributing to the long term success <br />of the facilities and additional service to the <br />community. The proposed car wash on this site is <br />consistent with and supports the industrial, hotel, and <br />commuter character of the uses along Dyer Road and SR- <br />55. <br />B. Will the proposed use under the circumstances of the <br />particular case be detrimental to the health, safety or <br />general welfare of persons residing or working in the <br />vicinity? <br />The circulation design and layout which include <br />landscaping to screen the drive-through lane and car <br />wash approach lane will not create impact or be <br />detrimental to the overall site or neighborhood. <br />C. Will the proposed use adversely affect the present economic <br />stability or future economic development of property in the <br />surrounding area? <br />The drive through and car wash uses and their design <br />provides a visual upgrade and new economic activity to <br />this area of East Dyer Road. The economic viability of <br />the fast food restaurant and the overall development is <br />increased with the addition of the proposed drive- <br />through facilities. The overall economic stability of <br />the area will be strengthened with commercial services <br />in the area. <br />
