RESOLUTION NO. 99-18 <br />A RESOLUTION OF THE PLANNING COMMISSION <br />OF THE CITY OF SANTA ANA APPROVING CON- <br />DITIONAL USE PERMIT NO. 99-06 TO ALLOW. <br />A DRIVE-THROUGH SERVICE LANE. AT A <br />CARL'S JR. RESTAURANT LOCATED AT 1700- <br />1720 EAST DYER ROAD <br />GAS:4/5/99 <br />WHEREAS, this Commission held a public hearing on April 12, <br />1999, on Conditional Use Permit Application No. 99-06, to allow a <br />drive-through service lane at a Carl's Jr. restaurant located at <br />1700-1720 East Dyer Road; <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br />1. Based upon the evidence submitted at the abovesaid <br />hearing, this Council finds and determines as follows: <br />A. Will the proposed use provide a service or facility which <br />will contribute to the general well being of the <br />neighborhood or community? <br />The addition to the existing restaurant and revisions <br />to the drive-through lane will bring the site into <br />compliance with the development standards for such <br />uses. The expansion and upgrades to the project will <br />allow the continuation of a successful dining <br />experience for the immediate area. <br />B. Will the proposed use under the circumstances of the <br />particular case be detrimental to the health, safety or <br />general welfare or persons residing or working in .the <br />vicinity? <br />The upgrades to the site including landscaping,' signage <br />and additional drive-through lane stacking will improve <br />the overall appearance of the project and vehicular <br />circulation throughout the project site. <br />C. Will the proposed use adversely affect the present economic <br />stability of future. economic development of properties <br />surrounding the area? <br />Improvements to the existing building and site and the <br />additional parking provided will allow the restaurant <br />to function independently, not impacting the <br />surrounding area. The improvements to this existing <br />restaurant will assist in continuing a viable <br />commercial service to the neighboring industrial users. <br />Page 289 <br />32.A. <br />
