rights; <br />The cinema themed restaurant provides an architectural design <br />concept that contrasts with the surrounding structures, yet <br />provides an economic benefit to the property owner, surrounding <br />businesses, and the City. <br />C. That granting of a variance will not be materially detrimental <br />to the public welfare or injurious to surrounding property; <br />The proposed signage will be designed to not negatively impact <br />surrounding properties. Since the majority of the uses in the area <br />are commercial, these uses will be compatible with the proposed <br />signage since the intent of the Planet Hollywood signage is to <br />attract customers to the area. Additionally, the lighting levels <br />of the signage will be at a low level in order to minimize impacts <br />to pedestrians and vehicles travelling along the corridors. <br />Finally, the signage is located within a commercial area and is not <br />directed towards nearby residential uses, thereby not impacting <br />these uses at night when the signage will be most visible. <br />D. That the granting of a variance will not adversely affect the <br />general plan of the city. <br />The granting of the variance will not adversely affect the <br />• City's General Plan in any way as the land use designation of <br />General Business District encourages the operation of restaurant <br />facilities which increase employment and tax revenue. <br />Additionally, the General Plan encourages the improvement of <br />facilities in existing centers as well as the creation of a <br />positive visual appearance in the City. <br />3. Variance No. 97-11 is hereby approved, subject to the <br />conditions set forth in Attachment A, attached hereto and <br />incorporated herein. <br />4.
