MEMORANDUM OF UNDERSTANDING NO. C-9-0824
EXHIBIT A
SECTION 1.0 PROJECT DESCRIPTION
1.1 OBJECTIVE AND BACKGROUND
As a key element of the planned Bravo! Bus Rapid Transit (BRT) Program, the
Orange County Transportation Authority (AUTHORITY) seeks traffic engineering
consultant services to finish design, implement, and provide support services for
traffic signal synchronization (TSS) on three corridors within Orange County.
The first corridor shall be along Bristol Street/State College Boulevard (formerly
referred to as the "28-Mile" corridor), the second corridor shall be along Harbor
Boulevard, and the third corridor shall be along Westminster Avenue/17th Street
(Reference Documents - Attachment A). Each corridor is a required
transportation control measure project for the purpose of meeting federal air
quality mandates within the South Coast Air Basin. The implementation on all
three corridors shall be completed by June 2011 to satisfy this requirement.
The TSS component is divided into three major phases as follows:
• TSS Design Finalization Phase,
• TSS Implementation Phase, and
• TSS Support Services Phase
Since January 2008, design efforts for the TSS design phase have been under
development by others. As of January 2010, the TSS design phase is
approximately 80% complete. Completed TSS design phase tasks include:
1. Final TSS Study Alignment Verification Reports,
2. TSS Data Collection and Field Inventory Reviews,
3. TSS "Before" Studies,
4. Draft optimized and synchronized Traffic Signal Timing Plans, and
5. Draft Signal Timing Optimization Plans.
As part of this SOW, CONSULTANT shall complete all remaining TSS design
phase tasks not completed by others. Remaining TSS design phase tasks
include:
• Final optimized and synchronized Traffic Signal Timing Plans, and
• Final Signal Timing Optimization Plans.
Scope of Work 8 09/09/1 O
