IV. THE RELOCATION PROGRAM <br />The Developer's Relocation Program is designed to minimize hardship, be responsive to unique <br />Project circumstances, emphasize maintaining personal contact with all affected individuals, <br />consistently apply all regulatory criteria to formulate eligibility and benefit determinations and <br />conform to all applicable requirements. The relocation program to be implemented by the <br />Developer will conform with the standards and provisions of the State of California Relocation <br />Assistance Law, Government Cade, Section 7260, et. seq., the California Code of Regulations, <br />Title 25, Chapter 6, as amended 7anuary 1, 1998, the federal Uniform Relocation Assistance and <br />Real Property Acquisition Policies Act of 1970 {URA), as amended, and the implementing <br />regulations of Handbook 1378 of the Department of Housing and Urban Development (HUD), as <br />appropriate. <br />PERMANENT DISPLACEMENTS <br />The Developer has retained Overland, Pacific & Cutler, Inc. (OPC}, a multi-lingual consulting <br />firm, to administer the Relocation Program for the permanent displacees. OPC has worked on <br />more than 2,900 public acquisition and relocation projects over the past 28 years. Experienced <br />Developer staff will monitor the performance of OPC and be responsible to approve or <br />disapprove OPC recommendations concerning eligibility and benefit determinations and <br />interpretations of Developer's policy. <br />Eligible individuals, who need to permanently move from their existing home, will receive <br />relocation assistance. The relocation program consists of two principal constituents: advisory <br />assistance and financial assistance (Relocation Benefits). <br />A. ADVISORY ASSISTANCE <br />Advisory assistance services are intended to: <br />• inform displacees about the relocation program <br />• help in the process of fording appropriate replacement accommodations <br />• facilitate claims processing <br />• maintain a communication link with the Developer <br />• coordinate the involvement of outside service providers <br />To follow through on the advisory assistance component of the relocation program and assure <br />that the Developer meets its obligations under the law, OPC staff will perform the fallowing <br />functions: <br />Distribute appropriate written information concerning the Developer's relocation <br />program; <br />
