uELOC~~~oN pL~ <br />This Relocation Plan has been prepared in accordance with the provisions of the Uniform <br />Relocation Assistance and Real Property Acquisition Policies Act of 1976, as amended, <br />(Uniform Actj. In addition, because the project has utilized HOME funds administered by <br />the U. S. Department of Housing and Urban Development (HUDj, permanent relocation <br />benefits rriay exceed the arnourzt calculated under the Uniform Act, and instead, be calculated <br />as dictated by Section 104(dj of the Housixzg and Coznrnunity Development Act of 1974, (the <br />Actj as amended [42 United States Code, Section 5304{d)]. In :order to attain its overall <br />developtrtent goals for the Project, it is the Developer's intention to provide a fair and <br />equitable relocation program for all eligible Project displacees. No displacement activities <br />will take place prior to the required reviews and approval of this Plan: <br />A. METHODOLOGY AND ASSESSMENT OF NEEDS <br />To obtain information necessary for the preparation .of this -Plan, personal. interviews were <br />conducted with the Project occupants by Developer staff in November 2008. At the time of <br />the interviews, there were 10 occupied tenant households, and the Developer was successful <br />in interviewing all ten households. <br />Inquiries made of the residential occupants included household size and composition, ages of <br />occupants, rental and income information, length and type of occupancy, ethnicity, language <br />first spoken in the home, disablities/health problems, and preferences related to replacenrzent <br />housing and location. All information of a statistical nature supplied by the occupants was <br />validated by documentary evidence required to comply with relocation qualifying criteria. <br />At the time of.:this Plan, we had received written income documentation from the Developer <br />for alI ten households:.Income level is a determining factor as far as whether a household <br />will be-;permanently or temporarily displaced. OPC made assumptions and based our results <br />on the written documentation received from the Developer and the verbal responses of the <br />tenants, and. determinations were made as of the date of this Plan. Again, the remainder of <br />this Plan will primarily address the data and needs of the two households to be permanently <br />clisplacecl. <br />~. FIELD SURVEY DATA - ASSESSIO~IENT OF NEEDS <br />The information gathered at the time of the preparation of this Plan is included in the table <br />below, which shows some of the household characteristics and needs of the households <br />displaced. <br />Qverland, Pacific & Cutler, Inc. <br />
