<br />ROLL CALL: The Regular Meeting of the Santa Ana Planning Commission was called to
<br />order and conducted by Madam Chair Brown in the City Council Chambers, Room 147, 22
<br />Civic Center Plaza, Santa Ana, California. Roll call was answered by Commissioners
<br />Nalle, Oliver, Doughty, Mondo, Pedroza, and Segura. Also in attendance were:
<br />Kenneth Adams, Planning Manager; Gary Sheatz, Deputy City Attorney; Charles View,
<br />Senior Planner; Larry Yenglin, Associate Planner; Thomas Childress, Associate
<br />Planner; Pam Lucado, Public Works Agency; Mike McCoy and Yolanda Pena, Police
<br />Department; Sharon McCain-Johnson, Recording Secretary.
<br />PLEDGE OF ALLEGIANCE TO TBE FLAG: The Pledge of Allegiance was led by Madam Chair

<br />1. GENERAL PLAN AMENDMENT NO. 96-1D (Larry Yenglin)
<br />Filed by Fremont Associates to increase the maximum permitted floor area
<br />ratio from 0.40 to 0.45 for property located at 1801 South Standard Avenue in
<br />the Light Industrial (M1) zoning district.

<br />Filed by Birtcher properties to amend the existing Specific Development 12
<br />zone to accommodate an expansion of the existing Orange County Business
<br />Center located at 1221-1261 East Dyer Road.

<br />Deny Amendment Application No. 96-13.
<br />Mr. Thomas Childress, Associate Planner, presented the staff report and
<br />indicated that the applicant believed they were unable to resolve issues with
<br />staff and would like to receive direction from the Planning Commission.
<br />Mr. David Converse, Orange County Business Center, described the proposal;
<br />discussed the two phases of the project; and noted the applicant's requests.
<br />Ms. Serine Ciandella, Traffic Consultant, discussed parking issues for the
<br />different phases and compact parking spaces.
<br />Mr. Robert Sundstrom, applicant, indicated that he would like to receive
<br />direction from the Planning Commission and requested a straw vote.
<br />After further discussion, several Commissioners expressed that it was
<br />inappropriate to debate the project at the public hearing and directed staff
<br />and encouraged the applicant to work together on the differences. It was
<br />agreed amongst the Commission to continue the case for 30 days.
