ROLL CALLS The Regular Meeting of the Santa Ana Planning Commission was called to <br />order and conducted by Madam Chair Brown in the City Council Chambers, Room 147, 22 <br />Civic Center Plaza, Santa Ana, California. Roll call was answered by Commissioners <br />Nalle, Oliver, Doughty, Mondo, and Segura. Also in attendance were: Robyn <br />Uptegraff, Executive Director; Kenneth Adams, Planning Manager; Gary Sheatz, Deputy <br />City Attorney; Charles View, Senior Planner; Jeffry Rice, Senior Planner; Pam <br />Lucado, Public Works Agency; Mike McCoy and Yolanda Pena, Police Department; Sharon <br />McCain-Johnson, Recording Secretary. <br />PLSDOE OF ALLEGIANCE TO THB FLAG: The Pledge of Allegiance was led by Madam Chair <br />Brown. <br />' PROCSDVRAL RULES: The procedural rules for the session were read by Madam Chair <br />Brown. <br />PUBLIC HEARINGS, ROOM 147, 7:00 o.r. <br />Madam Chair Brown indicated that Variance No. 96-04, Conditional Use Permit No. 96- <br />40, and Environmental impact Report No. 93-3 would be the first public hearing. <br />1. VARIANCE NO. 96-04, CONDITIONAL USE PERMIT NO. 96-40 AND ENVIRONMENTAL IMPACT <br />REPORT N0.93-3 (Jeffry Rice) <br />Filed by ICI to permit a 12.5 percent parking reduction, two freestanding <br />signs in excess of code height and area limits at Centre on Seventeenth; and <br />to permit drive-through service at a restaurant located at 2110 Eaet <br />Seventeenth Street in the Community Commercial (C1) zoning district. <br />LEGAL NOTICED: November 15, 1996 <br />PUBLIC NOTICED: November 15, 1996 <br />RECOMMENDATION: <br />1. Approve Variance No. 96-04 as conditioned and adopt the findings as <br />submitted by staff. <br />2. Approve Conditional Use Permit No. 96-40 as conditioned and adopt the <br />findings as submitted by staff. <br />3. Directed the City Attorney to prepare a letter of Public Convenience <br />and Necessity for Lucky store. <br />4. Approve addendum to Environmental Impact Report No. 93-3 confirming the <br />certification of the EIR as adequate for the project, pursuant to <br />Section 15164 of the California Environmental Quality Act. <br />Mr. Jeffry Rice, Senior Planner, presented the staff report. <br />Commissioner Mondo asked why staff was allowing the public phones to be <br />located exterior to the buildings. <br />Mr. Rice responded that the phones would be located in the plaza area <br />adjacent to Burger King and staff believed the phones were within <br />surveillance view. <br />Commissioner Oliver asked how much parking would be available to each parcel. <br />Mr. Rice indicated parking had not been allocated to each individual parcel. <br />The Bite was being held as an integrated development through CC&R's with <br />reciprocal parking access, drainage, etc. <br />Mr. Scott Bell, applicant, indicated that he agreed with the staff report and <br />staff's recommendation. <br />Commissioner Mondo asked if any of the adjacent residents expressed any <br />concerns regarding the trash pick up area or limiting the hours for trash <br />pick ups. <br />Mr. Rice indicated that no residents had expressed concerns regarding the <br />trash pick up area. <br />' In addition to condition number 3, Commissioner Mondo noted that he would <br />like to add the came restrictions of trash truck pick ups to the same <br />activity hours of delivery trucks. <br />The following person spoke in favor of the project. <br />Bill Darnnell <br />There was no opposing comments. <br />MOTION: Mondo SECOND: Segura <br />AY&61 Brown, Nalle, Oliver, Doughty, Mondo, and Pedroza <br />NOES: None - <br />ABSENT: Segura <br />PIANNINO COMMISSION M7NUTPS 3 NOVEMBER 25, 1996 <br />
