COUNCII,CHAMBERS <br />ROLL CALL: The Regular Meeting of the Santa Ana Planning Commission was called to <br />order and conducted by Madam Chair Brown in the City Council Chambers, 22 Civic <br />Center Plaza, Santa Ana, California. Roll call was answered by Commissioners Nalle, <br />Mondo, and Segura. Also in attendance were: Robyn Uptegraff, Executive Director; <br />Kenneth Adams, Planning Manager; Gary She at z, Deputy City Attorney; Jeffry Rice, <br />Senior Planner; Larry Yenglin, Associate Planner; Marvin Ellenbecker, Landscape <br />Associate; Vince Fregoso, Associate Planner; Mike McCoy and Yolanda Pena, Police <br />Department; Sharon McCain-Johnson, and Recording Secretary. <br />' PLEDGE OF ALLEGIANCE TO THE FLAG: The Pledge of Allegiance was led by Madam Chair <br />Brown. <br />PROCEDURAL RULES: The procedural rules for the session were read by Madam Chair <br />Brown. <br />PUBLIC HEARINGS 7:00 o.m. <br />1. ZONING ORDINANCE AMENDMENT NO. 96-09, GENERAL PLAN AMENDMENT NO. 96-07 AND <br />AMENDMENT APPLICATION NO. 96-09 (Jeffry Rice) <br />Filed by the City of Santa Ana to modify land use and floor area ratio <br />designations and to change the zoning district in order to implement the <br />Midtown Specific Plan citywide. <br />LEGAL NOTICED: September 27, 1996 <br />PUBLIC NOTICED: October 4, 1996 <br /> 1. Recommend that the City Council certify Environmental Impact Report 94- <br /> 1 and approve the Mitigation Monitoring Program. <br /> 2. Recommend that the City Council approve Zoning Ordinance Amendment No. <br /> 96-09. <br /> 3. Recommend that the City Council adopt a resolution approving General <br /> Plan Amendment No. 96-07 to amend the Land Use Element of the General <br /> Plan. <br />' 4. Recommend that the City Council adopt an ordinance approving Amendment <br />Application No. 96-09. <br /> 5. Recommend that the City Council adopt an in-lieu fee resolution. <br /> Mr. Jeffry Rice provided an overview of the staff report. <br /> Commissioner Mondo requested clarification regarding how staff arrived at the <br /> dollar amount for the structure. <br /> Mr. Roger Kooi, Downtown Development, responded and provided additional <br /> information regarding the financial figures. <br /> There were no public comments. <br /> Commissioner Mondo moved to approve certification of the Environmental Impact <br /> Report. The motion was seconded by Commissioner Segura. <br /> AYES: Brown, Nalle, Mondo, and Segura <br /> NOES: None <br /> ABSENT: Oliver, Doughty, and Pedroza <br /> Commissioner Mondo commended staff for their efforts on the project and moved <br /> to approve Zoning Ordinance Amendment No. 96-09. The motion was seconded by <br /> Commissioner Sequra. <br /> Madam Chair Brown also commented and expressed her appreciation for staff's <br /> efforts. <br /> AYES: Brown, Nalle, Mondo, and Segura <br />' NOES: None <br />ABSENT: Oliver, Doughty, and Pedroza <br /> Commissioner Mondo moved to approve General Plan Amendment No. 96-07.
