MINUTES OF THE REGULAR MEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING COMAISSION <br />AUGUST 26, 1996 <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Madam Chair Brown at 6:30 p.m. in the City Council Chambers, located at 22 Civic <br />Center Plaza, Room 147, Santa Ana, California. Other Commissioners present <br />included: Oliver, Doughty, Nalle, Pedroza and Segura. Also in attendance were: <br />Robyn Uptegraff, Executive Director, Kenneth Adams, Planning Manager; Gary Sheatz, <br />Deputy City Attorney; Charles View, Senior Planner; Tom Childress, Associate <br />' Planner; Larry Yenglin, Associate Planner; Jamie Watanabe, Assistant Planner Ii; <br />Pamela Lucado, Public Works Agency; Mike McCoy, Police Department; and Linda Hale, <br />Acting Recording Secretary. <br />A. Approval of the Ninutea from the Regular Meeting of August 12, 1996. <br />Approve the Minutes of the Regular Meeting of August 12, 1996. <br />8. Reconsideration of actions taken at the previous meeting. <br />None. <br />0. 20NIN0 ORDINANCE AMENDMENT NO. 96-02, GENERAL PLAN AMENDMENT NO. 96-06, AND <br />AMENDMENT APPLICATION NO. 96-06 (Thomas Childress) <br />Filed by the City of Santa Ana to amend the General Plan land use designation <br />and change the zoning on industrial properties in three areas of the City and <br />to modify language in the Light Industrial (M1) district for administrative <br />clarification. <br />(Continued by the PZanning Commission August 12, 1996 to August 26, 1996) <br />LEGAL NOTICED: August 2, 1996 <br />PUBLIC NOTICED: August 2, 1996 <br />1. Continue Zoning Ordinance Amendment No. 96-02, General Plan Amendment <br />No. 96-06, and Amendment Application No. 96-06 to September 9, 1996. <br />D. APPEAL OF PLANNING MANAGER'S DECISION NO. 96-01 (Kenneth Adams) <br />Filed by Mr. Mark Rosen to appeal the Planning Manager's decision not to <br />issue an occupancy permit for an office component of J & R Towing located at <br />3307 South Main Street in the Light Industrial (M1) zoning district. <br />(Continued by PZanning Commission July 8, 1996 to August 26, 1996) <br />RECOMMENDATION: <br />Continue Appeal No. 96-01 to September 9, 1996. <br />*** E N D OF C O N S E N T*** <br />Commissioner Doughty moved to approve the Consent Calendar items. The motion <br />was seconded by Commissioner Nalle. <br />AYES: Brown, Na11e, Oliver, Doughty, Pedroza, and Segura <br />NOES: None <br />ABSENT: Mondo <br />E. Comments from the Executive Director. (Robyn Uptegraff) <br />Ms. Uptegraff informed the Commission that the Planning Division in <br />conjunction with OCPDA would sponsor the first annual Planning Director's <br />Forum in October. Topics would include wireless communication; and <br />regulating sex oriented businesses; and what regional agencies do and why <br />cities should care. <br />Ma. Uptegraff provided an update for Seventeenth Street and Tustin. She <br />indicated that Mr. Scott Bell of ICI would be buying Gateway from Smith <br />Foods. Minor adjustments would be needed to the site and a Lucky's market <br />would be the major tenant; <br />A $4 million grant had been received for the Discovery Science Center. Staff <br />will develop a project definition and begin to process the requests for <br />discretionary approval. The target opening date for the Discovery Science <br />Center is January 1998. <br />First American Title Company would like to build a corporate facility at <br />MacArthur Place and continue to utilize it's downtown space for back office <br />operations. <br />
