F. Commeats from the Planning Manager. (Kenneth Adams) <br />Mr. Adams informed the Commission that in October staff would like to have an <br />all day Saturday work session to review the draft General Plan. During the <br />discussion five Elements would be reviewed: Urban Design, Open Space and <br />Recreation, Land Use, Circulation and the Education Element. <br />Madam Chair Brown requested an update on the Roxbury night club from the <br />Police Department. <br />Mr. Mike McCoy, Police Department, indicated that the project was still in <br />violation of the Planning, Fire, and Police Department conditions of <br />approval. There was illegal dancing in areas not approved for dancing and <br />numerous other violations such as dead bolts on doors; nonilluminated exit <br />signs; blocked exits; nonfunctional emergency lights, exposed electrical <br />panels; and not having the required number of security guards during weekend <br />operations. <br />Madam Chair Brown asked if there was any liability attached to the landlord <br />for blatant noncompliance with safety conditions by their tenant. <br />Mr. Gary Sheatz, Deputy City Attorney, indicated that the landlord is liable. <br />6. Commeats from the Planning Commission. <br />Commissioner Oliver mentioned that he had recently went to an eatery and he <br />would like to send a "Welcome letter" to the Aztecs Grill on Seventeenth <br />Street near Tustin Avenue. <br />Commissioner Doughty stated that the area of North Flower Street and <br />Seventeenth Street was deteriorating and asked if anything could be done to <br />have a live/work area along Flower Street. <br />Mr. Adams responded that staff could look at a "P" designation for this area. <br />H.
