Mr. Apple responded that the surrounding owners had been notified of the <br />project and no calla or complaints were received. <br />Mr. Ayyad Ghobrial, representing the applicant, requested a waiver for the <br />condition of approval related to constructing a pitched roof and requested to <br />allow the applicant to work with staff to screen the mechanical equipment. <br />Commissioner Doughty asked if the equipment was viewable from the street. <br />Mr. Apple indicated that the equipment is viewable from the church parking <br />lot and one adjacent property. <br />' Commissioner Pedroza asked if the entire addition proposed was a flat roof. <br />Mr. Ghobrial responded yes and asked if all other previous conditions apply <br />to the project. <br />In response staff indicated that all previous conditions still apply to the <br />project. <br />Commissioner Oliver moved to continue Conditional Use Permit No. 96-27 for 30 <br />days. <br />Mr. Ghobrial stated that the applicant agrees with pitching the addition, but <br />does not want to have to pitch the existing flat portion of the roof. <br />Commissioner Oliver withdrew his motion for a continuance. <br />Commissioner Doughty asked how the flat roof could be approved. <br />Mr. Adams stated that staff had not done any research on the flat roof. <br />After further discussion, Commissioner Oliver indicated that he supported <br />staffs recommended conditions and moved to approve Conditional Use Permit No. <br />96-27. DRAFT ENVIRONMENTAL IMPACT REPORT NO. 94-1 FOR THE MIDTOWN SPECIFIC PLAN <br />(Maya DeRosa/Susan Helper) <br />To review the Draft Environmental Impact Report and to receive public input <br />on the potential impacts effects of the proposed Midtown Specific Plan. <br />LEGAL NOTICED: August 16, 1996 <br />PUBLIC NOTICED: August 15, 1996 <br />RECOMMENDATION: <br />Receive and file public comments on the Draft Environmental Impact Report No. <br />94-1. <br />Me. Susan Helper, Community Development, provided an overview of the Midtown <br />District, the history of the Plan, the vision for ultimate development, and <br />the use of the district. She further described the five subdistricts and <br />their character and context within the framework of adjacent neighborhoods <br />and commercial district. <br />Ms. Maya DeRosa, Environmental Coordinator, noted that the purpose of this <br />meeting was to take public comments on the proposed environmental impact <br />report (EIR). The comments would be noted and included in the draft <br />environmental impact report (DEIR) as well as responses to comments. Ms. <br />DeRosa also noted that adverse impacts were unavoidable and alternatives were <br />considered in the analysis. <br />The following public members commented on the DEIR: <br />' Ms. Debbie McEwen commented that she had traffic circulation concerns on <br />Washington Street and that on page 56 it refers to "community serving <br />district", what community is it referencing. <br />Mr. Mel Vernon commented that he was concerned with the additional traffic on <br />Lincoln, Fairhaven, and Santa Clara. In addition, he noted that he was <br />speaking for himself and not the Park Santiago Neighborhood. <br />Mr. James Kendrick commented that he supported the environmental report but <br />he believed there were traffic impacts that had been overlooked. <br />Ms. Ginger Flour commented that she was concerned about the blight and crime <br />in the area and asked if the project would help the area. <br />PLANNING COMMISSION MINUTES 6 AUGUST 26, 1996 <br />
