4 <br />Filed by the City of Santa Ana to revise the uses and standards for property <br />in the French Park Neighborhood (SD 19). <br /> <br /> <br />f <br />~_ <br />5 <br />ZONINO ORDINANCE ANENDMENT NO. 96-06 (Larry Yenglin) <br />LSOAL NOTICED: <br />PUBLIC NOTICED: <br />RSCONDBNDATION: <br />August 2, 1996 <br />Avguat 2, 1996 <br />1. Recommend that the City Council approve Zoning Ordinance Amendment No. <br />96-06. <br />2. Recommend that the City Council adopt a Resolution to authorize design <br />review guidelines. <br />Mr. Larry Yenglin indicated that SD-19 was originally adopted by the City <br />Council in 1985, the primary reason was to protect the historic homes located <br />in this area. In addition, Mr. Yenglin stated that the SD was created to: <br />1) stop the demolition of historic homes in the area; 2) encourage the <br />rehabilitation of historic homes; and 3) maintain and continue the historic <br />character of this area by requiring exterior mod ificationa to existing <br />structures to be similar to the original appearance of the house. <br />The Planning Division had worked closely with the Historic French Park <br />Neighborhood Association in updating these regulations and staff recommends <br />approval of the request. <br />Ms. Diann Marsh indicated that she was in favor of the ordinance and stated <br />that she would like to see Santa Ana restored to the way it used to be. 1n <br />addition, she indicated that she had worked very hard with staff and had many <br />neighborhood meetings; that the area needed a special instrument in order to <br />maintain the historic neighborhood. <br />Ms. Debbie McEwen indicated that she supported the request and the <br />neighborhood association had not received any opposition. <br />Commissioner Oliver asked during the review process, if a project would be <br />reviewed by the Planning Division. <br />Mr. Yenglin responded that the project would go before the design committee <br />and then it would be forwarded to Planning Commission for approval. <br />Commissioner Oliver asked what would happen if the neighborhood association <br />approved the project and the project meets all of the City standards but then <br />design committee did not support the project. <br />Mr. Yenglin stated that the item would come before the Commission for final <br />approval. <br />Commissioner Doughty commented that she was in favor of the project and <br />expressed her appreciation for the work performed by staff and the <br />neighborhood association. <br />Commissioner Mondo stated that he felt staff and the neighborhood association <br />did a tremendous job and moved to approve Zoning Ordinance Amendment No. 96- <br />06 with the added condition that the 90 day time period related to demolition <br />could be shortened upon concurrence of the property owner, Historic French <br />Park Neighborhood Association and the Santa Ana Historical Preservation <br />Society.
