COUNCIL CHAMBERS <br /> <br /> <br /> <br />ROLL CALL: The Regular Meeting of the Santa Ana Planning Commission was called to <br />order and conducted by Madam Chair Brown in the City Council Chambers, 22 Civic <br />Center Plaza, Santa Ana, California. Roll call was answered by Commissioners Nalle, <br />Mondo, Doughty, Pedroza, and Segura. Also in attendance were: Kenneth Adams, <br />Planning Manager; Gary She at z, Deputy City Attorney; Larry Yenglin, Associate <br />Planner; Jamie Watanabe, Assistant Planner II; Lynnette Pedroza, Assistant Planner <br />II; Jamie Watanabe, Assistant Planner II; Pam Lucado, Mike McCoy and Yolanda Pena, <br />Police Department; and Charles View, Acting Recording Secretary. <br />PLEDGE OF ALLEGIANCE TO THE FLAG: The Pledge of Allegiance was led by Madam Chair <br />Brown. <br />PROCEDURAL RULES: The procedural rules for the session were read by Madam Chair <br />Brown. <br />PUBLIC HEARINGS, 7:00 p.m., COUNCIL CHAMBERS <br />Madam Chair Brown moved to continue Conditional Use Permit No. 96-22 and Appeal No. <br />96-04 to July 22, 1996. The motion was seconded and unanimously passed by the <br />Commission. <br />1 <br />^ <br />2 <br />CONDITIONAL USE PERMIT NO. 96-17 (Lynnette Perry) <br />Filed by AirTouch Cellular to increase the height of an existing monopole and <br />antenna array from 35 feet to 65 feet at Saddleback High School located at <br />2802 South Flower Street in the Open Space (O) zoning district. <br />LEGAL NOTICED: June 1, 1996 <br />PUBLIC NOTICED: May 30, 1996 <br />RECOMMENDATION: <br />Approve Conditional Use Permit No. 96-17 as conditioned by staff and adopt <br />the findings as submitted by staff. <br />Ms. Lynnette Perry, Assistant Planner II, provided an overview of staff <br />report and the applicant's request to increase the height of an existing <br />monopole. In addition, Ms. Perry indicated that staff's primary concern was <br />the location and visibility of the facility; there would be no impacts to the <br />neighborhood, and screening would be provided through landscaping. <br />Commissioner Mondo asked for information regarding service area and pole <br />heights. <br />Mr. Robert Salem, expressed his appreciation to staff and indicated that the <br />height would be 65 feet. <br />Commissioner Mondo asked how high the Southcoast, Redhill Street, and Alton <br />Street sites were. <br />Mr. Salem responded that the Southcoast site was 60 foot roof mounted; the <br />Redhill Street site was 60 feet; and Alton Street was 45 feet. <br />There was a discussion between the applicant and the Planning Commission <br />regarding cellular service and the height of the monopoles. <br />After further discussion the Commission voted to approve Conditional Use <br />Permit No. 96-17. <br />AYES: Brown, Nalle, Doughty, Pedroza and Segura <br />NOES: Mondo <br />ABSENT: Oliver <br />CONDITIONAL USE PERMIT NO. 96-23 <br />(Jamie Watanabe) <br />Filed by Mr. Sareth Srey to allow after hour operations at Jacks Donuts <br />located at 2413 West Seventeenth Street in the Community Commercial (Cl) <br />zoning district. <br />LEGAL NOTICED: June 1, 1996 <br />PUBLIC NOTICED: May 31, 1996 <br />Approve Conditional Use Permit NO. 96-23 as conditioned by staff and adopt <br />the findings as submitted by staff. <br />Mr. Jamie Watanabe, Assistant Planner, provided an overview of the staff <br />report and the applicant's request to allow after hour operations at an <br />existing donut shop.
