PUBLIC HEARINGS, ROOM 147 <br />1. CONDITIONAL USE PERMIT NO. 95-27 (Vince Fregoso) <br />Filed by Mr. Pillman to allow the Gustaf Anders Restaurant operation <br />between the hours of 12:00 a.m. and 5:00 a.m. located at 1651 West <br />Sunflower Avenue, Suite B-21 in the Specific Development No. 48 zoning <br />district. <br />LEGAL NOTICED: November 16, 1995 <br />NOTICES SENT: November 15, 1995 <br /> Approve Conditional Uae Permit No. 95-27 as conditioned by staff and adopt <br />' the findings as submitted by staff. <br /> Mr. Vince Fregoso briefly stated that the applicant is requesting to <br /> operate Gustaf Anders Restaurant until 2:00 a.m. Staff has received no <br /> comments from the public and is recommending approval of the project. <br /> Mr. David Pillman indicated briefly that Gustaf Anders would only be <br /> opened until 2:00 a.m. for special occasions throughout t he year and the <br /> restaurant would not be a block party atmosphere. <br /> Commissioner Nalle moved to approve Conditional Use Permit No. 95-27. The <br /> motion was seconded by Commissioner Brown. <br /> AYES: Mondo, Brown, Doughty, Nalle, and Segura <br /> NOES: None <br /> ABSENT: Oliver and Pedroza <br /> D. Discussion of the proposal at Harbor Boulevard and McFadden Avenue. <br /> (Larry Yenglin) <br />Mr. Jeffry Rice displayed plans and presented an overview of the proposed <br />shopping center site located at the old Harbor Drive-In site. He <br />indicated that the project is currently in the City's site plan review <br />process and several variances are needed prior to final approval. Mr. Rice <br />also discussed a list of potential tenants; signage and landscaping plans. <br />In addition, the project is scheduled to come before the Commission in <br />January 1996. <br />' Chairman Mondo asked if the project was still designed with parking behind <br />the buildings and where motorist would need to back out into the drive <br />isles and if secondary signage issues were resolved. <br />Mr. Rice indicated that the parking spaces behind the building had been <br />eliminated and staff was in the concluding stages of the signage <br />negotiations. <br />E. Comments from the Executive Director. (Robyn Uptegraff) <br />1. Ms. Uptegraff reminded the Commissioners of the City Council study <br />session scheduled Monday, December 18, 1995. <br />2. A court hearing regarding 2828 North Bristol is scheduled for <br />Wednesday, November 29, 1995 at 1:00 p.m. <br />F. Comments from the Planning Manager. (Xenneth Adams) <br />Mr. Adams informed the Commission that there would be one Planning <br />Commission meeting in December; December 11, 1995. <br />G. Comments from the Planning Commission <br />1. Commissioners Brown and Segura informed the Commission that they <br />would be unable to attend the December 11, 1995 meeting. <br />2. Commissioner Pedroza spoke in favor of the new design and <br />development of the McDonald's restaurant on Main Street and Warner <br />Avenue. However across the street there is a building that is <br />vacant and boarded up and asked if staff could request the owner to <br />clean up the site. <br />Mr. Adams responded that the property is currently in litigation and <br />the City would not get involved until court proceedings were <br />concluded. <br />3. Chairman Mondo indicated that there were approximately six to eight <br />vehicles parked in front of Leo's Body Shop on South Main and <br />requested staff to investigate the site to ensure that it ie not <br />being operated as a used car sales lot. <br />Mr. Adams stated that staff would investigate the site. <br />PLANNING COMMISSION MINVI'ES 2 NOVEMBER 27, 1995 <br />
