(Jeffry Rice) <br />Mr. Jeffry Rice, Senior Planner, provided a presentation to the Planning Commission of ongoing and <br />future developments throughout the City. <br />P. Comments from the Executive Director. <br />Ms. Uptegraff informed the Commission that demolition had begun of the former Police Building and <br />construction would soon begin for the Planning and Building Agency's building. <br />G. Comments from the Planning Commission. <br />Commissioner Doughty indicated that the Commission had recently approved an alcoholic beverage <br />control license with live entertainment for the Green Parrot Cafe. She stated that she had recently <br />learned that the Alcohol Beverage Control Board would not allow the applicant to have live <br />entertainment and that it was embarrassing to the Commission to allow such a use to only have the <br />Boazd to dismiss or restrict their approval. In addition, she asked what staff could do to ensure that <br />this dilemma would not be repeated. <br />Ms. Uptegraff responded that the Alcohol Beverage Control Board was the higher authority of the <br />agencies; the conditions of approval recommended by staff were acceptable to the Boazd the majority <br />of the time. Ms. Yolanda Pena, Police Department, informed the Commission that an applicant can <br />request modifications to the conditions imposed by the Alcohol Beverage Control Board. However, <br />the alcoholic license had to be in place and in good standing a minimum of one year. In addition, <br />Ms. Pena noted that when an establishment is within 300 feet of residential homes, live entertainment <br />is not permitted. Commissioner Doughty stressed the need for that information to be included into <br />their packages and expressed her embarrassment with the process for the Green Parrot Cafe. <br />Commissioner Mondo indicated that due to the shifr in many tenant mixes on South Bristol, he <br />believed that it was important to address land use issues (design standards, allowed uses, public <br />improvements) as soon as possible and requested a study session to develop an instrument to ensure <br />the quality re-use of the azea. <br />Commissioner Mondo indicated that he would like the train station to be added as a gateway to the <br />' City's Urban Design Element and requested a presentation from the Community Development <br />(Redevelopment) to discuss how the City came to the present tenant mix and future plans for the train <br />station. <br />Commissioner Solorio mentioned that he had recently received information in the mail indicating that <br />the City was eligible to obtain $100 million in Federal funds through the empowerment zone program <br />and requested staff to investigate. Ms. Uptegraff informed the Commission that the City is prepazing <br />an application to compete for a portion of the money. <br />Commissioner Cribb requested a study session and a possible tour of the South Bristol azea and <br />echoed the need for the train station to become a gateway to the City. <br />H.
