CONDITIONAL USE PERMIT NO. 98-02 <br />Filed by Mr. Albert Vaters to allow construction of a 16,000 squaze foot youth and adult center at <br />the Orange County Worship Center located at 1440 East Santa Claza Avenue in the Single-Family <br />Residential (Rl) zoning district. <br />LEGALLY NOTICED: Mazch 29, 1998 <br />PUBLICLY NOTICID: Mazch 31, 1998 <br />RECOMMENDATION: <br />Adopt a resolution approving Conditional Use Permit No. 98-02 as conditioned. <br />Mr. Thomas Childress, Associate Planner, provided an overview of the staff report and <br />recommendation. <br />Mr. Albert Vaters, applicant, indicated that he concurred with the staff report and recommendation. <br />The following persons spoke in favor of the project and requested approval of the request: <br />Lavern Colbeck <br />Walter Siebert <br />The following person spoke in opposition to the request and expressed concern regarding an increase <br />in noise at the church functions: <br />Harlan Ronksley <br />Commissioner Mondo asked staff if there were any proposed limitations on the hours of operation <br />and asked the applicant what hours the church would conduct operations and services. <br />Mr. Childress indicated that staff had not placed a time constraint on church activities. <br />Mr. Vaters indicated that he did not anticipate any meetings beyond 9:00 p.m. In addition, he stated <br />that he would like to place a gate on both sides of the property and requested that no limitations be <br />placed on the hours of operation. <br />Motion to approve Carditional Use Permit No. 98-02 w#h the addition for staff to conduct a sir <br />month review of the conditional use permit. <br />MOTION: MacDowell SECOND: Nalle <br />AYES: Verino, MacDowell, Doughty, Natle, Solorio, and Cribb <br />NOES: Mondo <br />ABSENT: None <br />ABSTAIN: None <br />2.
