PUBLIC HEARINGS <br />PUBLIC HEARINGS <br />ROLL CALL <br />PLEDGE OF ALLEGIANCE TO THE FLAG <br />PROCEDURAL RULES <br />7:00 p.m. <br />1. ENVIRONMENTAL IMPACT REPORT NO. 97-O1 AND GENERAL PLAN AMENDMENT <br />NO. 97-OS <br />Filed by the City of Santa Ana to provide a comprehensive revision to the Land Use Element of the <br />General Plan. <br />LEGALLY NOTICED: ]anuazy 2, 1998 <br />PUBLICLY NOTICED: December 30, 1997 <br />RECOMMENDATION: <br />Recommend that the City Council adopt a resolution certifying the Final Environmental <br />Impact Report No. 97-O1 approving the mitigation monitoring program for the Land Use <br />Element of the General Plan. <br />Recommend that the City Council adopt an ordinance approving General Plan Amendment <br />No. 97-OS approving the Land Use Element with the following modifications to the Land Use <br />map: <br />1) French Court Neighborhood from Medium Density Residential to Low <br />Density Residential; and <br />2) East First Street area from Professional Office (PAO) to General Commercial <br />(GC). <br />Ms. Linda Hale provided an overview of the staff report and recommendation. <br />Ms. Maya DeRosa provided an overview of the environmental impacts. <br />The following persons spoke in favor to the recommendation but expressed concern for the residents <br />and senior citizens in the area; requested developments for housing and/or apartments as well as <br />senior citizen housing; and indicated that the industrial zoning could contribute to fumes, pollution, <br />and noise in the area: <br />Joe Ortiz <br />Patrick Munoz <br />James Kendrick <br />Alonzo Ruiz <br />The following persons spoke in opposition to the recommendation and expressed concern regazding <br />the dilapidation of the residential homes in the Logan azea; the inability to obtain financial loans for <br />constructing homes but indicated the interest in developing industrial sites; the required taxes without <br />the ability to develop land; and requested a solution by the Commission to the Logan area problems: <br />John Lara <br />Esther Hernandez <br />Kent Schlick <br />Veronica Ruiz <br />Mario Ruiz <br />John Baxter <br />Dave Nickey <br />Frances Orozco <br />Mr. Frank Saziol indicated that he was disappointed with staff's recommendation and stated that he <br />was hoping that the area could be rezoned to Medium Density Residential. <br />The Commission asked staff is a single family residence could be build in [he Logan area? <br />PLANNING COMMISSION MINVTES 4 DECF,MBER 12, 1997 <br />
