COUNCIL CHAMBERS <br />COUNCIL CHAMBERS <br />ROLL CALL <br />I. Discussion of the General Plan Land Use Element: <br />5:30 p.m. <br />1. East First Street Corridor. <br /> <br />Mr. Sergio Klotz discussed with the Commission the proposed changes for the East First <br />Street area in the General Plan; the recent action taken by the Commission; and the long term <br />goals of the East First Street azea. <br />2. French Court Nei¢hborhood area. <br />Ms. Linda Hale discussed with the Commission the staff recommendation to modify the <br />zoning of the French Court area from Medium Density Residential to Low Density <br />residential. <br />3. East Fifth Street. <br />Mr. Klotz indicated that a request had been received by the La Mexicana market to rezone <br />the area from Medium Density Residential to Commercial zoning. Staff was recommending <br />that the area remain the same as proposed in the General Plan. <br />4. Logan Neiehborhood area. <br />Ms. Hale indicated to the Commission that staff was recommending that the Logan area <br />zoning remain as Industrial and Residential. <br />Mr. Chuck Maybury spoke in favor of the Logan area remaining residential. In addition, he <br />indicated that many property owners were irresponsible within maintaining their property and <br />spoke of developing a plan to heal the Logan area and investing in the neighborhood. <br /> <br />Mr. Allen Baldwin, submitted pictures of the Logan area and indicated that there were many <br />properties with code violations. <br />Mr. Dave Nickey, expressed concerns in the way staff had represented the maps of the Logan <br />area in the staff report and indicated that it was misleading. <br />Mr. Zeke Hernandez indicated that he would like the area to remain residential and that staff <br />could possibly develop a plan to raise funds to rebuild the neighborhood. <br />Mr. Mario Ruiz requested that the area he rezoned to Industrial. In addition, he stated that <br />there were 20 empty lots in Logan, the owners were unable to sell their property, unable to <br />develop the property, and if an owner wanted to build a home, they would not be able to <br />obtain a loan from a bank due to the dilapidation to the area. <br />Mr. John Lara indicated that it was time for the Commission to take action on the area so <br />something could be done to the empty lots. <br />Ms. Josephine Andrade, indicated that she was born and raised in the Logan area and she was <br />fearful of what could happen to her home. <br />2.
