Mr. Jim Biram, representing the applicant, displayed slides of other RESCO <br />medical facilities and exnressed his thanks to staff for their assistance- <br />Mr. Jim Biram, representing the applicant, displayed slides of other RESCO <br />medical facilities and expressed his thanks to staff for their assistance. <br />Mr. Tim Rush, spoke in favor of the project and submitted an Agreement <br />between the neighborhood and RESCO properties for the medical facility, <br />The Commission expressed concerns regarding adequate parking, traffic <br />circulation, and enforcement problems with the proposed Agreement. <br />The following persons spoke in favor of the project: <br />Ed Tudor <br />Scott xorner <br />The following persons spoke in opposition to the project: <br />Susan Morales, submitted a petition <br />The applicant further requested to submit a cash donation in lieu of <br />landscaping. <br />Motion to approve Variance No. 97-04 with the modified condition for the <br />applicant to provide a cash donation to the City. <br />MOTION: Doughty SECOND: <br />Motion failed. <br />After further discussion, the Commission unanimously agreed to continue <br />Variance No. 97-04 to June 9, 1997. <br />MOTION: Hanna SECOND: Mondo <br />AYES: Na11e, Oliver, Doughty, Mondo, Verino, and Hanna <br />NOES: None <br />ASSENT: None <br />ABSTAIN: MacDOwell <br />In addition, the Commission reiterated their concern regarding the Agreement <br />and lack of review of the Agreement, landscaping, lack of parking for the <br />facility, off-site parking, and traffic circulation. <br />The Commission recessed at 9:40 p.m. to 9:45 p.m. <br />4. CONDITIONAL USE PERMIT NO. 95-37 (Thomas Childress) <br />Filed by the City of Santa Ana to revoke Conditional Use Permit No. 95-37 for <br />Donut Depot located at 3119 South Main Street in the Light Industrial (M1) <br />zoning District. <br />(Continued by the Planning Commission April 14, 1997 to May 12, 1997) <br />LEGAL NOTICED: March 30, 1997 <br />PUBLIC NOTICED: March 31, 1997 <br />RECOMMENDATION: <br />Adopt a resolution revoking Conditional Use Permit No. 95-37 and adopt the <br />findings as submitted by staff. <br />Mr. Tom Childress, Associate Planner, presented a brief overview of the <br />issues related to the revocation of the conditional use permit. <br />Mr. Mike McCoy, Police Department, indicated that the site is 10-15 percent <br />under the lighting code and that was an acceptable level to staff. <br />Ms. Young Chou, applicant, indicated that she would like additional <br />assistance from the City and she requested the Commission to not revoke the <br />conditional use permit. <br />Mr. Scott DeLong, Public Access Communications, Inc., indicated that due to <br />economics, the phone company was unable to relocate the public phone and he <br />informed the Commission that there was an existing lease for the public phone <br />until 2004. <br />Motion to continue Conditional Use Permit No. 95-37 to June 9, 1997. <br />-- MOTION: Hanna SECOND: Mondo <br />AYES: Nalle, Oliver, Doughty, Mondo, Verino, Hanna, and MacDOwell <br />NOES: None <br />ABSENT: None <br />Commissioner Mondo requested staff to provide additional assistance and <br />direction to the applicant for the loitering sign. <br />PLANNING COMMISSION MINUTPS 4 MAY 12, 1997 <br />
