CALIFORNIA <br />MINUTES OF THE REGULAR MEETING <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING COMMISSION <br />APRIL 28, 1997 <br /> <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Commissioner Mondo at 5:10 p.m. in the City Council Chambers, Room 147, located at <br />22 Civic Center Plaza, Santa Ana, California. Other Commissioners present included: <br />Doughty, Verino, and MacDowell. Commissioners Oliver and Hanna arrived at 5:20. <br />Also in attendance were: Robyn Uptegraff, Executive Director; Kenneth Adams, <br />Planning Manager; Gary Sheatz, Deputy City Attorney; Charles View, Senior Planner; <br />Linda Hale, Senior Planner; Jeffry Rice, Senior Planner; Maya DeROSa, Environmental <br />Coordinator; Thomas Childress, Associate Planner; Sergio Klotz, Associate Planner; <br />Larry Yenglin, Associate Planner; Bill Apple, Assistant Planner II; Melanie McCann, <br />Pam Lucado and Scott McCann, Public Works Agency; Mike McCoy and Yolanda Pena, <br />Police Department; and Sharon McCain-Johnson, Recording Secretary. <br />A. <br />B. <br />C <br />Approval of the Minutes from the Regular Meeting of April 14, 1997. <br />RECOMMENDATION: <br />Approve the Minutes of the Regular Meeting of April 14, 1997. <br />Reconsideration of actions taken at the previous meeting. <br />None. <br />CONDITIONAL USE PERMIT NO. 97-06 <br />(Lynnette Perry) <br />Filed by Mr. James A. Carter to allow a Type 41 Alcohol Beverage Control <br />License for the Kanesho restaurant located at 1500 West MacArthur Boulevard <br />in the Commercial Residential (CR) zoning district. <br />RECOMMENDATION: <br />Confirm the Zoning Administrator's decision approving Conditional Uae Permit <br />No. 97-07 as conditioned and adopt the findings as submitted by staff. <br />*** E N D OF C O N S E N T *** <br />C <br /> <br />D <br />Commissioner Mondo removed item C from the Consent Calendar. <br />Motion to approve remainder of Consent Calendar. <br />MOTION: Verino SECOND: MacDowell <br />AYES: Doughty, Mondo, Verino, and MacDOwe11 <br />NOES: None <br />ABSENT: Nalle, Oliver, and Hanna <br />Commissioner Mondo asked staff if the applicant had reviewed and agreed with <br />all of the conditions of approval. <br />Staff indicated that the applicant had reviewed and agreed to the conditions. <br />Mr. Adams requested the Commission to move item F, the discussion regarding <br />alcoholic licenses, last on the agenda due to possible time constraints. <br />Motion to approve Conditional Use Permit No. 97-07.. <br />MOTION: Verino SECOND: MacDowell <br />AYES: Doughty, Mondo, Verino, and MacDowell <br />NOES: None <br />ABSENT: Nalle, Oliver, and Hanna <br />ZONING ORDINANCE AMENDMENT NO. 96-07 <br />(Thomas Childress) <br />Filed by the City of Santa Ana to revise the City's recycling regulations and <br />revise recycling uses in the Light Industrial (M1) and Heavy Industrial (M2) <br />zoning districts. <br />(Continued by Planning Commission to April 14, 1997 to April 28, 1997) <br />LEGAL NOTICED: January 29, 1997 <br />PUBLIC NOTICED: January 27, 1997 <br />RECOMMENDATION: <br />Recommend that the City Council adopt an ordinance approving Zoning Ordinance <br />Amendment No. 96-07. <br />Mr. Tom Childress, Associate Planner, presented slides of recycling centers <br />throughout the City and provided an overview of the staff report and <br />recommendation. <br />Commissioner MacDowell asked if any changes had occurred in the State law <br />regarding convenience zones. <br />
