However, the <br />State was allowing local government to administer and mandate recycling <br />centers. <br />Commissioner Oliver asked how many centers would be affected by the proposed <br />ordinance. <br />Mr. Childress responded 23 centers. <br />In addition, Ms. Uptegraff informed the Commission that there would be a one <br />year time frame to allow operators to relocate. <br />Commissioner Mondo asked if staff had considered operators to apply for a <br />conditional use permit if the goal was to take the use out of the Commercial <br />zone. <br />Mr. Childress responded that staff believed requiring the operators to <br />operate in the Industrial would be the moat appropriate district. <br />Mr. Ron Switzer, Mobil Recycling Corporation, indicated that he had three <br />locations in Santa Ana; the ordinance was of concern to him; and he had been <br />a operator in Santa Ana for approximately 10 years and had not received any <br />complaints on his sites. In addition Mr. Switzer indicated that moat Cities <br />require conditional use permits to set us standards for recycling centers. <br />Mr. Jesse Garcia, indicated that he had four sites in Santa Ana and indicated <br />the ordinance was of concern. <br />Motion to continue Zoning Ordinance Amendment No. 96-07 to May 27, 1997. <br />MOTION: Hanna SECOND: Doughty <br />AYES: Oliver, Doughty, Mondo, Verino, Hanna, and MacDOwell <br />NOES: None <br />ABSENT: Nalle <br />Discussion of reaoniac corners of Grand Avenue and Fourteenth Street. <br />(Sergio Klotz) <br />Mr. Sergio Klotz, Associate Planner, lead a discussion and answer session <br />with the Commission regarding staff's proposal to rezone properties located <br />at 1234 East Fourteenth Street and 1302 East Fourteenth Street. <br />After further discussion, it was unanimously agreed by the Commission to <br />bring back the item as a public hearing in three to four months in order to <br />determine if the rezoning would be an appropriate action depending upon <br />development direction in the area. <br />Discussion of the nrouoeed Home Place Shouoina Center. (Linda Hale) <br />Ms. Linda Hale, Senior Planner, lead a brief discussion regarding the Home <br />Place shopping center proposal; access to the site; and proposed signage for <br />the site. <br />CONDITIONAL USE PERNIT NO. 96-32 <br />(Larry Yenglin) <br />Filed by the City of Santa Ana to begin revocation proceedings for a <br />recycling facility located at 4127 west MacArthur Boulevard. <br />REC019~NDATION: <br />Direct staff to begin revocation proceedings for Conditional Use Permit No. <br />96-32. <br />Mr. Larry Yenglin, Associate Planner, provided a brief overview of the staff <br />report and the chronology of events for the site. <br />Mr. Bob Schultz indicated that the applicant had invested a great deal <br />financially into the site and requested additional time to bring the site <br />into compliance. In addition, Mr. Schultz indicated that the applicant had <br />planned to relocate from the site in December 1997. <br />Commissioner Mondo asked if any plane had been submitted for approval. <br />Mr. Yenglin responded no plans had been submitted. In addition, Mr. Yenglin <br />indicated that there had been 11 Planning Division conditions of approval and <br />two Public Works Agency conditions for Conditional Use Permit No. 96-32, none <br />of the conditions of approval for either agency had been completed. <br />Motion to direct staff to begin revocation proceedings for Conational Use <br />Permit No. 96-32. <br />PLANNING COMhIISSION bQNOTP$ 2 APRIL 28, 1997 <br />
