Commissioner Hanna asked if the applicant could apply again for an ABC <br />linenae if AonioA anA if There were anv ainnificant channac ainre the lost <br />Commissioner Hanna asked if the applicant could apply again for an ABC <br />license if denied and if there were any significant changes since the last <br />request. <br />In response, Mr. Yenglin indicated that this was the applicant's second time <br />requesting an ABC license and there were no changes. <br />Mr. Vaskin Koshkerian, applicant, indicated that he believed his service <br />at at ion was a benefit to the community and it had some of the lowest prices <br />in town. He was only requesting three doors in the mini market for alcoholic <br />beverages. In addition, Mr. Koshkerian indicated that he had a good <br />reputation with the City and he believes the City should take into <br />considerations the operations of facilities when ABC licenses are requested. <br />Mr. Koshkerian further indicated that he had planned to spend approximately <br />' $3 million on Fourth Street and Tustin Avenue, however due to the City's <br />treatment with the small businesses like himself, he would not invest in that <br />location. <br />The following people expressed opposition and concern regarding Asc license, <br />the liquor sales being in close proximity to the school, and concern for the <br />children's benefit: <br />Edelia Parada, Carver School parent <br />Oliva Godinez, Carver School parent <br />Lenka Hovorka, Communities in Prevention <br />Commissioner Mondo indicated that he believed that the Chevron station was <br />the best looking site in the area, however the operation of the service <br />station was not the issue at hand. The license would not benefit the <br />community and there were three additional alcoholic licenses within 1,000 <br />feet of the Chevron station. Commissioner Mondo also noted a Lotto sign in <br />front of the mini mart and requested Mr. Koshkerian to ensure that that sign <br />was in agreement to the conditions of approval per the original Conditional <br />Use Permit. <br />Commissioner Hanna indicated that he concurred with Commissioner Mondo and <br />noted that the Planning Commission's decision would be a public policy issue. <br />A denial decision did not indicate an anti business position, but the <br />Commission was considering the community's best interest. <br />Commissioner Oliver indicated that the Chevron service station was one of the <br />more successful service stations and well run station in Santa Ana. <br />lYOtion to deny appeal No. 97-OZ. <br />MOTION: Mondo SECOND: Doughty <br />AYES: Oliver, Doughty, Mondo, Hanna, and MacDOwell <br />NOES: None <br />ABSENT: Na11e and Pedroza <br />6.
