PUBLIC HEARINGS <br />PUBLIC HEARINGS <br />ROLL CALL: The Regular Meeting of the Santa Ana Planning Commission was called to <br />order and conducted by Vice Chairman Oliver in the City Council Chambers, 22 Civic <br />Center Plaza, Santa Ana, California. Roll call was answered by Commissioners <br />Doughty, Mondo, Hanna, and MacDowell. Also in attendance were: Robyn Uptegraff, <br />Executive Director; Kenneth Adams, Planning Manager; Gary Sheat z, Deputy City <br />Attorney; Charles View, Senior Planner; Linda Hale, Senior Planner; Melanie McCann, <br />Assistant Planner II; Larry Yenglin, Associate Planner; Pam Lucado, Public Works <br />Agency; Mike McCoy and Yolanda Pena, Police Department; Sharon McCain-Johnson, <br />Acting Recording Secretary. <br /> PLEDGE OF ALLEGIANCE TO THE FLAG: <br />Oliver. CONDITIONAL USE PERMIT NO. 97-04 (Melanie McCann) <br /> Filed by Pulaski Arita Ols son, Inc. to allow a retail thrift store in an <br /> existing 15,400 square foot vacant building located at 2416 South Main Street <br /> in the General Commercial ( C2) zoning district. <br /> LEGAL NOTICED: February 23, 1997 <br /> PUBLIC NOTICED: February 25, 1997 <br />Approve Conditional Use Permit No. 97-04 as conditioned and adopt the <br />findings as submitted by staff. <br />Ma. Melanie McCann, Assistant Planner II, presented the staff report, <br />displayed slides of the project, and indicated staff's recommendation. <br />Mr. Bruce Arita, representing buyer and seller, indicated that the buyer <br />accepts the conditions of approval established by staff. <br />Mr. Robert Brown, applicant, explained the functions and processes of the <br />thrift store. <br />' Commissioner Oliver asked if any shopping carts would be used at the store. <br />Mr. Brown indicated that shopping carts would be used at the store, however <br />due to the costs of the carts, the carts would not be allowed beyond the <br />inside premises of the store. <br />Commissioner Oliver asked what type of window displays would be at the thrift <br />store and if the operation would be conducted like the Salvation Army. <br />Mr. Brown indicated that there would be no window displays and that the <br />operation would be different than the Salvation Army; items would be <br />individually marked and furniture sales would be limited. The public would <br />not be able to drop off items for the thrift store. <br />lYotion to approve Conditional Use Permit No. 97-04 with the added condition <br />of approval that aZ2 signage on the premises comply with the City's sign <br />ordinance. <br />MOTION: Mondo SECOND: Doughty <br />AYES: Oliver, Doughty, Mondo, Hanna, and MacDowell <br />NOES: None <br />ABSENT: Nalle and Pedroza <br />2.
