The following public members provided comments in support of the proposed ordinance <br />and several members expressed concern regarding the two hour parking limit: <br />Dave Lopez <br />John White <br />Mr. Hensen <br />Otto Bade <br />Ray Gawronwnski <br />' The following public member spoke in opposition of the proposed ordinance and <br />expressed concern regarding the proposed ordinance restricting the blue collar worker: <br />Michael Rudolph <br />Chairman Mondo closed the public hearing at 7:42 p.m. <br />Motion to recommend that the City Council: 1) approve and certify the Negative <br />Declaration for Environmental Review No. 00-163; 2) adopt an ordinance approving <br />Zoning Ordinance Amendment No. 00-11 with modifications to the ordinance <br />sections (h) (removing the words "for more than two hours") and (xv)(h) (removing <br />the words "for which a building permit has been issued"); 3) adopt an ordinance <br />approving Ordinance Amendment No. 00-03; 4) and direct the Executive Director of <br />Public Works to amend the permit parking policy such that permits are only issued <br />to vehicles registered to a qualifying address. <br />MOTION: Doughty SECONDED: Nalle <br />After further discussions, the Commission discussed whether or not to allow commercial <br />vehicles on-site as long as the vehicles were not visible from the street. <br />Commissioner Solorio expressed concern regarding commercial vehicles being visible on <br />the street and visible to adjacent property owners. <br />Substitute motion to recommend that the City Council: 1) approve and certify the <br />Negative Declaration for Environmental Review No. 00-163; 2) adopt an ordinance <br />approving Zoning Ordinance Amendment No. 00-11 with modifications to the <br />ordinance sections (h) (removing the words "for more than two hours") and adding <br />the words ("which are visible from the street and ad%acent properties")(xv)(h) <br />(removing the words "for which a building permit has been issued"); 3) adopt an <br />ordinance approving Ordinance Amendment No. 00-03; 4) and direct the Executive <br />Director of Public Works to amend the permit parking policy such that permits are <br />only issued to vehicles registered to a qualifying address. <br />MOTION: Solorio SECONDED: Verino <br />After further discussions, staff reminded the Commission that side yard fences have a <br />height limit of six feet and most commercial vehicles would exceed the limit. <br />The substitute motion and second was withdrawn. <br />Original motion and vote: <br />Motion to recommend that the City Council: 1) approve and certify the Negative <br />Declaration for Environmental Review No. 00-163; 2) adopt an ordinance approving <br />Zoning Ordinance Amendment No. 00-11 with modifications to the ordinance <br />sections (h) (removing the words "for more than two hours") and (xv)(h) (removing <br />the words "for which a building permit has been issued"); 3) adopt an ordinance <br />approving Ordinance Amendment No. 00-03; 4) and direct the Executive Director of <br />Public Works to amend the permit parking policy such that permits are only issued <br />to vehicles registered to a qualifying address. <br />
