ZONING ORDINANCE AMENDMENT N0.99-09 <br />' Filed by the City of Santa Ana to amend the Central Business (C3) and the Central Business-Artists Village <br />(C3-A) districts to prohibit drive-through establishments. <br />(Continued by the Planning Commission March 13, 2000 to April 8, 2000) <br />PUBLISHED IN THE REGISTER: December 16, 1999 and <br />March 14, 2000 <br />RECOMMENDATION: <br />1. Recommend that the City Council approve and certify the Negative Declaration for Environmental <br />Review No. 99-169. <br />2. Recommend that the City Council adopt an ordinance approving Zoning Ordinance Amendment <br />No. 99-09. <br />Mr. Chazles View informed the Commission that the staff report had been presented at a previous meeting. <br />Staff was continuing to recommend that drive-through facilities be prohibited in the downtown azea due to <br />the incompatibility with pedestrian traffic. <br />Mr. Marvin Jarmin, Developer, indicated that he believed the proposed ordinance was discriminatory and <br />that his client's business fronted on First Street which was primarily vehicular oriented.
