3. ZONING ORDINANCE AMENDMENT NO. 00-02, CONDITIONAL USE PERMIT NO. 00-02, <br />AND MINOR EXCEPTION NO.00-02 <br />Filed by the Roman Catholic Bishop of Orange to amend the Harbor Specific Plan in order to permit a new <br />church and to share parking with an exiting hall located at 285 South Harbor Boulevard in Specific <br />Development 2. <br />PUBLISHED IN THE REGISTER: March 31, 2000 <br />NOTICED IN NOTICED: March 31, 2000 <br />' RECOMMENDATION: <br />1. Recommend that the City Council approve and certify the Negative Declaration for Environmental <br />Review No. 99-179. <br />2. Recommend that the City Council adopt an ordinance approving Zoning Ordinance Amendment <br />No. 00-02. <br />3. Recommend that the City Council adopt a resolution approving Conditional Use Permit No. 00-02 <br />as conditioned. <br />4. Recommend that the City Council adopt a resolution approving Minor Exception No. 00-02. <br />Mc Jeffry Rice, Principal Planner, provided an overview of the applicant's request, presented the staff <br />report and recommendation. <br />Commissioner Cribb inquired regarding the project affecting the entertainment zone for Harbor Boulevard. <br />Mr. Rice responded that the zoning ordinance amendment would allow church uses subject to a conditional <br />use permit. <br />Commissioner Solorio asked if the surrounding property owners were informed of the proposed project and <br />if any correspondence had been received. Mr. Rice stated that there had been several meetings with the <br />public and no correspondence had been received. <br />' Mr. Frank McNamara spoke in support of the project and provided an overview of the church activities, <br />vehicular traffic and pazking access. <br />Mr. Dave Lopez, Riverview West Neighborhood Association, stated that the association had a recent <br />meeting and that approximately 75 percent of the neighborhood was in favor of the project with the other <br />25 percent non supportive. He further expressed that several local church sites in the City had trash <br />problems and illegal sales activities. He requested that conditions address these issues. <br />Mr. Bri Arri, introduced himself as the Pastor of the Church, and assured the Commission that the church <br />site would be always in a clean state. He further provided an overview of some of the operations at the <br />church and commented that he encouraged fellowship and activities for children during and after mass. <br />Commissioner Cribb asked if the landscaping at the site would be mature and consist of palm trees as <br />depicted on the renderings. Mc Jeffry Rice responded that palm trees were not allowed in the pazking lot <br />areas per the Santa Ana Municipal Code, however, the landscaping proposed met or exceeded the code <br />requirements. Commissioner Cribb further commented that he believed when renderings provided <br />illustrations of mature landscaping and the intention was not to place mature landscaping it was a <br />misrepresentation and that in the future he would prefer renderings display the accurate size and type of <br />landscaping. <br />Motion to recommend that the City Council: 1) approve and certify the Negative Declaration for <br />Environmental Review No. 99-179 with modij"cations to the construction hours on Saturday(s); 2) adopt <br />' an ordinance approving Zoning Ordinance Amendment No. 00.02; 3) adopt a resolution approving <br />Conditional Use Permit with modifcations to the conditions of approval; and 4) adopt a resolution <br />approving Minor Exception No. 00-00 with madifccations to the conditions of approval. <br />MOTION: Doughty SECONDED: Cribb <br />AYES: Mondo, Nalle, Doughty, and Cribb <br />NOES: None <br />ABSENT: Verino and Richazdson <br />ABSTENTION: None <br />4.
