APPEAL OF THE PLANNING MANAGER'S DECISION NO.00-03 <br />Filed by Mr. Jason Escoto to appeal the Planning Manager's residence considered to be conducive to creating <br />a second unit located at 1114 Decision to deny a request for an interior improvement to an existing single- <br />family North Freeman Street in the Single-Family (Rl) zoning district. <br />(Continued by the Planning Commission February 28, 2000 to March 13, 2000) <br />RECOMMENDATION: <br />1. Receive and File the Categorical Exemption for Environmental Review No. 00-31. <br />2. Adopt a resolution denying Appeal of the Planning Manager's Decision No. 00-03. <br />Commissioner Verino stated that she would abstain from the action due to the proximity of the project to her <br />residence. <br />Mr. Bob St. Paul presented the staff report and analysis, which supported a recommendation of denial of the <br />Planning Manager's appeal. <br />Commissioners Solorio and Cribb raised a number of questions regarding designed proposals. <br />Ms. Escoto, the applicant spoke in support of the original design. Cost and design considerations were the <br />underlying reasons the applicant requested that the Commission support her appeal. <br />Motion to: 1) Receive and file the Categorical Exemption for Environmental Review No. 00-31; 2) Adopt a <br />resolution approving Appeal of the Planning Manager's Decision No. 00-02 with the condition that that a <br />disclosure covenant be developed and recorded against the properly . <br />MOTION: Solorio <br />SECONDED: Cribb <br />AYES: Mondo, Solorio, and Cribb <br />OPPOSED: None <br />' ABSENT: Nalle, Doughty, and Richardson <br />ABSTAINED: Verino <br />E. Policy Direction for Current Code Implementation regarding additions to single-family residences. <br />RECOMMENDATION: <br />Affirm current code provisions and implementing policies. <br />Mr. Joseph Edwards, Principal Planner, presented an overview of the zoning code and implementation policies <br />regarding evaluation of room additions to single-family residences. <br />
