PUBLIC HEARINGS <br />November 8,1999 <br />COUNCIL CHAMBERS <br />22 CIVIC CENTER PLAZA <br />SANTA ANA, CALIFORNIA <br />ROLL CALL <br />7:15 p.m. <br />' PLEDGE OF ALLEGIANCE TO THE FLAG <br />PROCEDURAL <br />1. AMENDMENT APPLICATION NO.99-07 AND VESTING TENTATIVE PARCEL MAP NO. 99-110 <br />Filed by Burke Development to allow a zone change from Multi-Family Residence (R3) to Light Industrial <br />(Ml) and to subdivide 11.77 acres of railroad right-of--way into 12 parcels to facilitate the construction of nine <br />industrial buildings located at 616 North Santiago Street. <br />LEGALLY NOTICED: October 29, 1999 <br />PUBLICLY NOTICED: October 29, 1999 <br />RECOMMENDATION: <br />Recommend that the City Council adopt an ordinance approving Amendment Application No. 99-07. <br />Recommend that the City Council adapt a resolution approving Vesting Tentative Parcel Map No. 99- <br />110. <br />Recommend that the City Council approve and certify the Mitigated Negative Declaration for <br />Environmental Review No. 99-16. <br />' Mr. Bill Apple, Associate Planner, presented the staff report and recommendation. <br />Mr. Robert Bolen, representing the applicant, provided an overview of the project and spoke in support of the <br />project. In addition, he informed the Commission that Burke Development was continuing work with staff <br />regarding the architecture. <br />The following members spoke in support of the project: <br />William Skinner <br />Brian Burke <br />Commissioner Solorio asked the applicant if the conditions of approval had been reviewed. <br />Mr. Bolen expressed concern regarding the delivery hours and stated that the applicant believed that there <br />should only be staff concern regarding the noise and the applicant prepared a sound study to address noise <br />issues. <br />Mr. Apple informed the Commission that the conditions of approval were designed to address noise concerns <br />Mr. Barry Jensen, local resident, indicated that he was in support of the project but expressed concem <br />regarding the character and architecture style of the building. <br />Ms. Debbie McQuen, local resident, expressed concem regarding the lack of timing to complete the <br />modifications to the architecture. <br />' Commissioner Cribb mentioned to Mr. Bolen to consider having showers at the facility for employees. Mr. <br />Bolen indicated that he would seriously consider the suggestion. <br />Motion to recommend that the City Council: 1) adopt an ordinance approving Amendment Application No. <br />99-07; 2) adopt a resolution approving Testing Tentative Parcel Map No. 99-110 with modifications to the <br />conditions of approval requiring discussions to continue between the developer and the French Park <br />Neighborhood regarding architecture and fagade with the final elevations to be approved by the Planning <br />Commission; 3) approve and certify the Mitigated Negatlve Declaration for Environmental Review No. 99- <br />16. <br />MOTION: Nalle SECONDED: Solorio <br />
