Ms. Cindy Nelson, Executive Director and Mr. Larry Yenglin, Project Manager of the Community <br />Ms. Cindy Nelson, Executive Director and Mr. Larry Yenglin, Project Manager of the Community <br />Development Agency, discussed with the Commission a proposed art ordinance where new developments, <br />with a value of $500,000 or more, would be required to allocate a minimum of one percent of the valuation for <br />public art. <br />The Commission requested that the discussion be continued to October 11, 1999 and requested staff provide a <br />copy of the Portland Ordinance; to develop an incentive program to reduce the cost; to consider of specific <br />areas in the City for the art displays; information regarding the City of Brea's art program; and additional <br />information on the proposal. <br />' F. Discussion of Centerline project (Urban Raill. <br />Commissioner Solorio abstained from the discussion. <br />Mr. Alistair Baillie, Consultant for IBI Group, provided an overview of several routes for the proposed 28 mile <br />Centerline Project from the City of Fullerton to the City of Irvine. In addition, he displayed other current rail <br />systems throughout the country; stated that the proposal was still in its preliminary stage; and informed the <br />Commission that the environmental document is available to be reviewed and commented by the public until <br />October 22, 1999. <br />Mr. Mel Vernon, local resident expressed concern regarding the lack of time staff had to review and comment <br />on the environmental document. <br />Mr. Adams informed the Commission that the project would not be coming before the Commission for any <br />actions. He further advised the Commissioners and the public to contact Council members regarding their <br />concerns and the City Council or Council members, if they chose to, could make a recommendation to the <br />appropriate Body. In addition, he encouraged the public to provide comments regarding the environmental <br />document. <br />Commissioner Cribb expressed that he believed the City of Santa Ana would benefit from a sucessful <br />Centerline alignment. <br />G.
