Existing conditions and particulars of the lots were provided. She advised the <br />Commission that most of the single-family homes are still on septic tanks. The <br />overall process for annexation was outlined. The City Manager has directed staff <br />to move forward on this project. The next step is community outreach. <br />Commissioner Doughty inquired as to the funding options available for the <br />necessary sewer hook-ups. Ms. McCann discussed available options such as <br />' an assessment district or County Community Development Block Grant funds. <br />Ms. Nelson advised the Commission that the Public Works Department had <br />outlined the costs to be in the range of $500,000 to $2,000,000. The area would <br />be served by Tustin Water Department and Santa Ana would provide trash pick- <br />up and police and fire services. She also stated that if the funding was not <br />available for the sewer hook-ups the City would accept the area with the septic <br />tanks. It is not a big financial gain for the City; however, the area should be a <br />part of the city. <br />Commissioner Doughty asked what amount of revenue the area would generate. <br />Ms. Nelson responded that it would generate approximately $150,000 a year. <br />General discussion was held regarding the type of commercial development that <br />would be allowed in the area as well as the influence this site has on people <br />coming into Santa Ana. Jeffry Rice, Principal Planner, advised the <br />Commissioners that all development would be required to meet City standards <br />and that the plans currently being discussed would greatly improve the area. <br />Chairman Mondo asked if the General Plan would need to be amended and was <br />advised that the General Plan and zoning actions would be a part of the <br />annexation process. <br />' Commissioner Cribb stated that he was supportive of the project and that it would <br />also provide an opportunity to include premium housing premium housing to our <br />current inventory. <br />Commissioner Nalle asked if the addresses would change and was advised that <br />the post office gives the residents a choice to keep their existing five-digit <br />address or obtain new four-digit address used by Santa Ana. . <br />Chairman Mondo inquired as to what type of commercial development would go <br />on the available commercial sites. Jeffry Rice responded that there is currently a <br />fast food establishment being considered. <br />G.
