AMENDMENT APPLICATION NO. 2001-05 AND VARIANCE 2001-04 <br />Filed by Tuan Thien Duong to change the zone from General Commercial (C2) to <br />Single Family Residence (R1) to construct asingle-family residence and a <br />variance to allow a reduction in the rear yard setbacks from 10 feet to 6 feet at <br />the property located at 221 North Euclid Street. <br />PUBLISHED IN THE REGISTER: June 29, 2001 <br />PUBLICLY NOTICED: June 28, 2001 <br />RECOMMENDATION: <br />Recommend that the City council: <br />' 1. Approve and adopt the Negative Declaration for Environmental <br />Review No. 2000-165. <br />2. Adopt an ordinance approving Amendment Application No. 2001-05. <br />3. Deny Variance No. 2001-04. <br />Ann Ni, Associate Planner, provided the staff report. <br />Chairman Mondo questioned the setback and if it would require a redesign of the <br />2"d floor. Ms. Ni responded that the applicant would need to redesign in order to <br />comply with setback requirements. He also inquired if the footprint could be <br />moved back and was advised that staff did not support that action. <br />Chairman Mondo opened the public hearing at 7:05 p.m. <br />The applicant addressed the Commission regarding the parking area and the set- <br />back. <br />Commissioner Nalle requested clarification of the parking space issue and how <br />' far the 2"d floor would protrude. Photos were provided to the Commission for <br />clarification. <br />Commissioner Cribb asked if there were any landscape mitigation and was <br />advised that since staff was not recommending approval no additional <br />landscaping had been required. If the Commission approved the request, <br />additional landscaping could be required. <br />Commissioner Doughty stated that she was familiar with the site, that asingle- <br />familydevelopment would be a nice amenity to the lot, and provided a historical <br />background.
