Approve the revision of the Administrative Plan and the submission to the Department of <br />Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its Regular Meeting of December 7, 2010, by a vote of 5:0, the Community Redevelopment and <br />Housing Commission recommended that the Housing Authority adop# a resolution to approve and <br />submit the revision to the Five Year Plan to the United States Department ofi Housing and Urban <br />Development, and approve the revision of the Administrative Plan and the submission to the <br />Department of Housing and Urban Development. <br />DISCUSSION <br />The U. S. Department ofi Housing and Urban Development (HUD requires housing authorities that <br />administer a Housing Choice Voucher {HCV} Rental Assistance program to have a Five Year Plan <br />and an Administrative Plan. The purpose of the Housing Authority's Five Year Plan is to advise <br />HUD, program participants and members of the public ofi its mission and strategy to serve the <br />needs of very low-income families. The purpose ofi the Administrative Plan is to describe the <br />Authority's policies and procedures to implement the HCV program in Santa Ana. <br />The Five Year Plan {Exhibit 1) provides detailed information about the current operations of the <br />Housing Authority, including programs, participants, services for the upcoming year, and any <br />operational or tenant concerns. The current plan was submitted in April 2010. The reason for the <br />
