Housing Authority Five Year Plan <br />And Administrative Plan Revision <br />December 20, 2010 <br />Page 2 <br />amendment is to allow project-based voucher assistance (PBV) for future developments. PBV is <br />similar to the existing tenant-based voucher assistance except that the assistance is tied to a <br />specific housing project versus to a household. <br />The Administrative Plan serves as supporting documentation for the Five Year Plan. The <br />Authority's Administrative Plan (Exhibit 2) was last adopted on March 1, 2004. The Administrative <br />Plan must be revised to ensure compliance with regulatory changes made by HUD and policy and <br />procedure changes proposed by the Authority. The changes made primarily due to regulation <br />changes are: <br />• Elimination of Mobility Program and the utilization of portability; <br />• New Socia! Securityllmmigration Status requirements; <br />• Procedures to utilize the Enterprise Income Verification system; <br />• Implementation of the Violence Against Women Act that was passed by Congress; <br />• New HUD Forms; <br />• Implementation of the Independent Student Law; and <br />• Project-based voucher procedures. <br />HUD regulations require a 45-day comment period. On October 22 <br />published that the draft plans were available for review. The public <br />December 7, 2010.
