Commissioner O'Callaghan stated that before Commission could change policy, review the overlay district, then set up guidelines for the Commission to review. Commissioner Chinn appreciated staff efforts in researghing the cities, and providing concise information about property rights issue. Commissioner Kings sees neighborhood standards as primary focus. She noted the State recognized Santa Ana's preservation efforts and used Santa Ana Template as the model to follow. ' Commission agreed to continue item to April 1, 2004. PROCEDURAL RULES PUBLIC HEARINGS HISTORIC RESOURCES COMMISSION APPLICATION NO. 2003-67 AND HISTORIC REGISTER CATEGORIZATION NO.2003-69 (Lynnette Perry) (Continued by fhe Historic Resources Commission on January 8, 2004 to March 4, 2004) Filed by the City of Santa Ana to place and categorize the structure at 1210 South Main Street (Elliott & Martin Furniture Store) as Contributive on the Santa Ana Register of Historical Properties. RECOMMENDATION: 1. Adopt a resolution approving Historic Resources Commission Application No. 2003-67. 2. Adopt a resolution approving Historic Register Categorization No. 2003-69. Lynnette Perry, Associate Planner presented staff report and recommendation. ' Commissioners' comments: Chair opened the public hearing. The owner, Karen Milner requested that property be removed from designation. Discussion ensued with owners concerns for future plans for building and lot. Karen Milner noted concern about the interior regulations noted in the Secretary of Interior Standards. She would consider along-term continuance as a compromise. Ms. Milner contends that she will not change the property Commissioner Gartner reiterated the benefits of designation and commented that the fagade is classic architecture. The Planning Manager noted that the historic designation affects the exterior of the building only. Commissioner Schaefer commented that the Historic designation adds value to the property. Commissioner Giles reviewed exterior modifications restrictions and noted changes should be compatible with architecture of the building. Commissioner Kings commented on the attractiveness of the building and the South Main area. Would like to have owner review signage requirements and allow for continuance for the owner. Deputy City Attorney Otto noted that the interior guidelines in the Secretary of Interior Standards are intended for federal tax credits.
