Commissioner O'Callaghan stated that before Commission could change policy, review the <br />.......L...+i..+ri..+ +h i. ..+ ~ ~....~ ~ii+i.Gnee. 4nr #hn !`nmmiccinn #n rovi n.n. <br />Commissioner O'Callaghan stated that before Commission could change policy, review the <br />overlay district, then set up guidelines for the Commission to review. <br />Commissioner Chinn appreciated staff efforts in researghing the cities, and providing <br />concise information about property rights issue. <br />Commissioner Kings sees neighborhood standards as primary focus. She noted the State <br />recognized Santa Ana's preservation efforts and used Santa Ana Template as the model to <br />follow. <br />' Commission agreed to continue item to April 1, 2004. <br />PROCEDURAL RULES <br />PUBLIC HEARINGS <br />HISTORIC RESOURCES COMMISSION APPLICATION NO. 2003-67 AND HISTORIC <br />REGISTER CATEGORIZATION NO.2003-69 (Lynnette Perry) <br />(Continued by fhe Historic Resources Commission on January 8, 2004 to March 4, 2004) <br />Filed by the City of Santa Ana to place and categorize the structure at 1210 South Main <br />Street (Elliott & Martin Furniture Store) as Contributive on the Santa Ana Register of <br />Historical Properties. <br />RECOMMENDATION: <br />1. Adopt a resolution approving Historic Resources Commission Application No. <br />2003-67. <br />2. Adopt a resolution approving Historic Register Categorization No. 2003-69. <br />Lynnette Perry, Associate Planner presented staff report and recommendation. <br />' Commissioners' comments: <br />Chair opened the public hearing. <br />The owner, Karen Milner requested that property be removed from designation. Discussion <br />ensued with owners concerns for future plans for building and lot. Karen Milner noted <br />concern about the interior regulations noted in the Secretary of Interior Standards. She <br />would consider along-term continuance as a compromise. Ms. Milner contends that she <br />will not change the property <br />Commissioner Gartner reiterated the benefits of designation and commented that the <br />fagade is classic architecture. <br />The Planning Manager noted that the historic designation affects the exterior of the building <br />only. <br />Commissioner Schaefer commented that the Historic designation adds value to the <br />property. <br />Commissioner Giles reviewed exterior modifications restrictions and noted changes should <br />be compatible with architecture of the building. <br />Commissioner Kings commented on the attractiveness of the building and the South Main <br />area. Would like to have owner review signage requirements and allow for continuance for <br />the owner. <br />Deputy City Attorney Otto noted that the interior guidelines in the Secretary of Interior <br />Standards are intended for federal tax credits. <br />Commissioner O'Callaghan would like applicant to reconsider listing on the register. <br />Historic Resources Commission Minutes 3 March 4, 2004 <br />
