COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) <br />Commissioner O'Callaghan abstained on Item 2 because of conflict of interest. <br />' Commissioner Schaefer abstained on Item 3, property at 2421 North Oakmont because of <br />conflict of interest. <br />E. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2003-09 <br />(Lynnette Perry) <br />Filed by the City of Santa Ana to execute an agreement with Hryniewicki Family Trust for <br />the structure located at 2010 North Victoria Drive. <br />RECOMMENDATION: <br />Recommend that the City Council direct the City Attorney to prepare and authorize the City <br />Manager and Clerk of the Council to execute an agreement with Hryniewicki Family Trust <br />for the structure located at 2010 North Victoria Drive. <br />Lynnette Perry, Associate Planner presented staff report and recommendation. <br />Commissioner's comments: <br />Commissioner Chinn inquired about costs incurred for title report. Staff indicated there are <br />preliminary costs involved. <br />Commissioner Lutz inquired about the garage door that does not appear historical to the <br />property. Staff indicated requirement is to maintain the character of the home. <br />Motion to: <br />Recommend that the City Council approve the Historic Property Preservation Agreement No. <br />2003-09. <br />MOTION: Schaefer SECOND: O'Callaghan <br />AYES: Chinn, Gartner, Giles, Kings, Lutz, O'Callaghan, Schaefer (7) <br />NOES: None (0) <br />ABSENT: Bustamante, Corpin (2) <br />ABSTAIN: None (0) <br />WORK STUDY SESSION <br />F. HISTORIC RESOURCES COMMISSION PRIORITIES (Paul Giles) <br />1. Evaluation of current register listing process <br />2. Options for discussion: <br />a. Voluntary listing and revisions to Chapter 30 <br />b. Continuance of action <br />c. Overlay district creation versus listing individually <br />Maya De Rosa, Senior Planner highlighted the current process for listing on the local <br />register. Options for consideration were shared with the Commissioners. <br />Commissioner Kings would like to pursue option to have city move forward on landmark and <br />key designations and allowing voluntary consideration for contributive properties. <br />Chairman Giles indicated Commission would pursue "consent based" path.
